Piedralaves delegates the mayoralty to her first deputy for leave

The Piedralaves City Council has delegated all mayoral functions to the first deputy mayor, Celia Sierra Moreno, for the period between August 28 and September 8, 2026, both inclusive, according to the resolution signed by Mayor Germán Ulloa López on August 25. The measure, adopted due to the mayor’s leave, is published in the Official Gazette of the Province of Ávila on August 28, 2026, number 1746/26.

The delegation is based on Article 23.3 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, which empowers deputy mayors to substitute for the mayor in all their functions due to absence, illness, or impediment. This is supplemented by Articles 44 and 47 of the Regulations on the Organization, Operation, and Legal Regime of Local Entities, approved by Royal Decree 2568/1986, of November 28.

Scope of the delegation

The resolution grants Celia Sierra Moreno the powers of direction and management, as well as the power to resolve appropriate administrative procedures through the adoption of administrative acts affecting third parties. The delegated body must inform the Mayor’s Office, a posteriori and when requested, of the management carried out and the provisions issued during the reference period, and prior to any decisions of significance, in accordance with Article 115 of the Regulations on the Organization, Operation, and Legal Regime of Local Entities.

Effectiveness and procedures

For the delegation to be effective, it requires the acceptance of the delegated body, which shall be understood as tacitly granted if no express manifestation of non-acceptance is made within three business days from notification. The resolution will be published in the Official Gazette of the Province and its content will be reported to the Plenary of the Corporation at the first session it holds.

Appeals

Against this decree, which exhausts administrative remedies, an optional appeal for reversal may be filed with the Mayor’s Office within one month, or a contentious-administrative appeal may be filed before the Contentious-Administrative Court of Ávila within two months, both counted from the day following notification.

The temporary delegation guarantees the administrative continuity of the municipality during the mayor’s absence, ensuring that the residents of Piedralaves maintain an interlocutor with full competencies to sign and resolve municipal matters during the summer period.
