Piedrahíta de Castro transfers urban area fines to Traffic Department
Por FactBox Admin

The City Council of Piedrahíta de Castro has delegated to the Provincial Traffic Headquarters of Zamora the full exercise of the sanctioning procedure regarding traffic, motor vehicle circulation, and road safety within the urban center of the municipality. The agreement was adopted by the Plenary of the corporation in a session held on September 25, 2026, and is now published as an announcement in the Official Gazette of the Province of Zamora No. 126, dated October 26, 2026, in section III. Local Administration, with the official reference R-202602478.
What is delegated and to what extent
The delegation comprises the four powers of the sanctioning procedure: the management, the instruction, the resolution, and the execution of the files. The territorial scope is the urban center of Piedrahíta de Castro, meaning that reports of infractions committed in the streets of the municipality will no longer be processed and collected by the City Council, but will instead be handled through the Provincial Headquarters.
The agreement complies with the provisions of Article 47.2 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, and Article 84.4 of the consolidated text of the Traffic Law, precepts that enable municipalities to transfer the exercise of these sanctioning competencies to the State Administration.
Absolute majority and authorization of the mayor
The Plenary approved the matter with the quorum of an absolute majority of the legal number of members of the corporation, as required by the aforementioned Article 47.2 of Law 7/1985. The agreement further empowers the Mayor-President of the City Council “as broadly as is legally appropriate” to sign any documents and collaboration agreements necessary with the Provincial Traffic Headquarters or the General Directorate of Traffic to give effect to the agreement.
The published text details the planned procedures:
- Notification of the agreement to the Provincial Traffic Headquarters of Zamora for its knowledge and formal acceptance.
- Mandatory publication in the Official Gazette of the Province of Zamora.
- Publication on the municipal electronic office and on the City Council’s notice board, for the purposes of entry into force and general knowledge.
The announcement appears signed in Piedrahíta de Castro, on October 22, 2026, by the mayor, with an electronic signature date of October 23, 2026, and validation code 4EXR7GCK725Y6MH5HW67YD942.
Deadline to appeal
The agreement concludes the administrative process; therefore, a contentious-administrative appeal may be filed against it before the Contentious-Administrative Courts of Zamora within a period of two months starting from the day following the publication of the announcement. The deadline is governed by Article 46 of Law 29/1998, of July 13, Regulating Contentious-Administrative Jurisdiction, without prejudice to any other appeal deemed appropriate.
Why it affects the driver
The change has a direct effect on any driver sanctioned within the municipal boundary: it alters who processes the file, who issues the resolution, and who collects the fine, which now fall under the jurisdiction of the Provincial Traffic Headquarters of Zamora and not the municipal offices. For residents, it also implies a change in the location and method of submitting allegations or making payments, and in practice, it concentrates in the state Administration a procedure that until now was managed by the City Council of Piedrahíta de Castro itself.
