Piélagos approves the expropriation of three plots to expand the Liencres parking lot

The Piélagos City Council has definitively approved the list of assets and rights to be expropriated to carry out the parking lot expansion works in the town of Liencres. The agreement was adopted by the Plenary Council in an ordinary session on September 3, 2026, and is published in the Official Gazette of Cantabria (BOC) on September 22, 2026, number 182, section 5. Compulsory Expropriation, page 46370, with the official reference CVE-2026-7283. The resolution opens the way for the affected holders to file any appeals they deem appropriate before the fair price is determined.

Three plots and 107 square meters affected

The definitive list of affected assets and rights comprises three plots, identified by their cadastral reference and with the following surfaces to be expropriated:

• 39052A033004600000JK: 20.63 square meters.
• 39052A033004670000JS: 86.17 square meters.
• 39052A033004680000JZ: 0.25 square meters.

Altogether, the surface area affected by the expropriation amounts to 107.05 square meters. The file processed by the Council bears number 2025/6214 and its purpose is the land necessary for the execution of the expansion works of the Liencres parking lot.

Publication, notification, and appeals process

The plenary agreement orders the publication of the definitive list of affected assets and rights through several official channels, in addition to communicating it individually to the owners:

• The Official Gazette of Cantabria.
• The Municipal Notice Board.
• The Electronic Office of the Piélagos City Council.
• One of the most widely circulated newspapers in the community.

Individual notification to each and every affected holder of assets and rights is carried out so that they may file whatever appeals they deem pertinent in defense of their rights. The announcement is published precisely for these purposes, so that those interested in the expropriation procedure may lodge the appeals they consider appropriate.

The fair price, next step

The third point of the agreement establishes that, once the agreement on the necessity of occupying the affected assets and rights is final, the Piélagos City Council will initiate the process for the determination of the fair price. That is, the economic valuation of the plots and the subsequent compensation to their owners will be addressed in a later phase, once the occupation is legally consolidated.

Legal framework and signature of the announcement

This publication is carried out in compliance with Article 21 of the Law of December 16, 1954, on Compulsory Expropriation, and Article 20 of the Decree of April 26, 1957, which approves the Compulsory Expropriation Regulations. The announcement is dated in Piélagos on September 14, 2026, and signed by the delegated councilwoman for Contracting and Heritage, Mª Gloria Bárcena Oceja.

The final approval of the list of assets and rights closes the identification phase of the necessary land and shifts the focus to the owners of the three plots, who see the expansion of the Liencres parking lot moving toward the effective occupation of their land. For the residents of the town, the file represents the prelude to works that will increase the number of parking spaces, while for those affected, it marks the moment to decide whether to appeal the published list or wait for the determination of the fair price to discuss the valuation of their plots.
