Petroleum levy cut to €0.001 per litre for two months

The Minister for Climate, Energy and the Environment, Darragh O’Brien TD, has cut the National Oil Reserves Agency levy on petroleum products to €0.001 per litre for two months, easing the cost of fuel for consumers and industry. The temporary reduction takes effect on 1 September 2026 and runs until 31 October 2026, as set out in S.I. No. 446 of 2026, published in Iris Oifigiúil on Tuesday, 1 September 2026.
The measure
The order, formally titled the National Oil Reserves Agency Act 2007 (Temporary Reduction of Rate of Levy) (No.3) Order 2026, reduces the rate of the levy referred to in section 37(1A)(a) of the Act of 2007 to €0.001 per litre of relevant disposals of petroleum products. It is the third such temporary order in recent months, following a previous reduction covering the period from 1 August to 31 August 2026.
The Minister made the order in exercise of the powers conferred on him by section 37(1B) of the National Oil Reserves Agency Act 2007 (No. 7 of 2007), a provision inserted by section 1(b) of the National Oil Reserves Agency (Amendment) Act 2026 (No. 6 of 2026).
Scope and duration
The levy applies to relevant disposals of petroleum products, and the reduced rate of €0.001 per litre applies throughout the two-month window:
- Start date: 1 September 2026
- End date: 31 October 2026
- Rate: €0.001 per litre of relevant disposals of petroleum products
- Legal basis: section 37(1B) of the National Oil Reserves Agency Act 2007

The temporary cut is intended to provide relief on fuel prices for households and businesses during the two-month period, easing the burden of the levy that funds the State’s strategic oil reserves while the reduced rate remains in force.
