Plasencia geothermal permit opens for public consultation in Cáceres

The Regional Government of Extremadura has definitively admitted the application for the geothermal resource research permit named “Plasencia”, number 10D10403-00, and has opened the public information process for its restoration plan. The announcement, signed by the head of the Industrial, Energy, and Mining Planning Service, Juan Francisco Lemus Prieto, is published in the Official Gazette of the Province of Cáceres number 169, dated September 3, 2026, in Section II of Autonomous Administration.

The application was submitted by the company Cáceres Earth Explorer, S.L., with NIF B70654975 and registered office at calle Francisco Silvela 52, 1.º C, Madrid. The permit covers 300 mining grids distributed across five municipalities in the province of Cáceres.

Territorial scope of the permit

The requested area extends across five municipalities in Cáceres, all within the surroundings of the Plasencia region:

• Cabezabellosa
• Casas del Castañar
• Malpartida de Plasencia
• Oliva de Plasencia
• Plasencia

The perimeter is delimited by twelve vertices defined in coordinates of the SRG ETRS89 reference system, with longitudes between 6º 00’ 00’’ and 6º 07’ 20’’ West and latitudes between 40º 00’ 20’’ and 40º 06’ 20’’ North. Deadlines and participation process

The opening of the public information process is carried out in compliance with Article 70.2 of the General Regulations for the Mining Regime of August 25, 1978, with a period of twenty business days for any natural or legal person to examine the procedure and for interested parties to appear and submit allegations. Furthermore, in application of Article 6 of Royal Decree 975/2009, of June 12, on the management of waste from extractive industries, the restoration plan may be examined for thirty business days.

Both deadlines are calculated from the day following the publication of the announcement in the Official State Gazette. The documentation will be available at the offices of the Industrial, Energy, and Mining Planning Service, at avenida de Clara Campoamor 2, Edificio Múltiples, 3rd floor, Cáceres, and on the website sigeo.juntaex.es, from 09:00 to 14:00 hours, Monday to Friday.

Proposed resolution

The Industrial, Energy, and Mining Planning Service, the competent body to resolve the administrative authorization of the restoration plan, proposes a favorable resolution for the submitted project, without prejudice to any allegations that may be made during the public information period and the reports or conditions of the consulted bodies. Observations and inquiries may be submitted through any of the means provided for in Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.

The processing of this geothermal permit places the Plasencia region on the map of subsurface renewable energy exploration in Extremadura. For the residents of the five affected municipalities, the process opens a window for citizen participation in which they can learn about the project and the restoration plan before a final decision is adopted, while for the local energy sector, it represents a significant step toward the possible exploitation of a resource that is still incipient in the region.
