Peralada allocates shares of its solar panels via lottery

The Peralada City Council has finalized the regulatory bases for the competition for the temporary assignment of participation shares in the municipal solar photovoltaic installations and has opened the call for applications, with awarding by lottery. The decision is published in the Official Gazette of the Province of Girona (BOP no. 173, of September 8, 2026), in the edicts with references BOP-2026_0_173_7890 and BOP-2026_0_173_7891, signed by the mayor Miquel Brugat Vilanova.

The Municipal Plenary, in an ordinary session on June 25, 2026, initially approved the bases. As no claims were filed during the public exhibition period, the agreement was automatically finalized. The call is processed as a temporary occupation license for the private use of public domain, in accordance with articles 56 and 57 of Decree 336/1988, of October 17, which approves the Heritage Regulations for local entities.

Object and scope of the installation

The object of the competition is the temporary assignment of participation shares of the photovoltaic installation located at the Peralada Municipal Pavilion, configured as a nearby collective self-consumption installation via the grid, under the surplus modality subject to compensation, in accordance with Royal Decree 244/2019, of April 5.

Installed peak power: 27.84 kWp; nominal power: 25 kW.
Total power destined for assignment: 15 kWp.
Share price: €66.26/year per kWp (regulated by the corresponding tax ordinance).
Maximum of 4 shares (4 kWp) per participant.

The installation, commissioning, and maintenance tasks will be managed by the City Council.

Who can participate and how

Natural or legal persons who are holders or users of an electricity CUPS (Universal Supply Identification Code) that meet the requirements of article 3.g of Royal Decree 244/2019 (that the CUPS is less than 5,000 meters from the generation meter, in orthogonal projection on the ground plan) may apply. In the case of legal persons, they must prove their status as an SME, in accordance with Annex I of Regulation (EU) 651/2014:

Employ fewer than 250 workers.
Annual turnover less than 50 million euros, or an annual general balance sheet less than 43 million euros.

Applications must be submitted within a maximum period of 15 business days from the publication of the extract in the BOP of Girona, via a generic application through the City Council’s electronic office or in person. Each applicant must submit a single application per CUPS.

Awarding by lottery

The admitted applications will be classified into three groups, which will be attended in this order:

Group A: retail businesses based in the old town center of Peralada.
Group B: other retail businesses based in Peralada.
Group C: other companies.

If the power demanded in a group exceeds the available amount, the allocation will be made by draw in a public act before the Board, in the Plenary Hall of the City Council. The date of the draw will be published on the municipal website five days in advance. Non-allocated requests will be placed on a waiting list to cover possible vacancies or future expansions.

The license is granted for a term of one year, renewable year by year up to a maximum of four years, once the payment of the fee has been confirmed. An administrative appeal against the bases may be filed before the Contentious-Administrative Court of Girona within a period of two months.

Impact for the municipality

The initiative allows residents and SMEs of Peralada to become co-participants in the generation of municipal green energy, consume the energy generated, and inject the surplus into the grid, benefiting from a monthly compensation on the electricity bill, without the need to register any economic activity. It is a commitment to collective self-consumption and the local energy transition, with an access model by draw that prioritizes local commerce in the old town center.
