Peru renews ambassadors in eight destinations with nine supreme resolutions
Por FactBox Admin

The Executive Branch renewed Peru’s diplomatic representation in eight destinations through nine supreme resolutions published on Saturday, October 10, 2026, in the Official Gazette El Peruano (No. 19569). The regulations, dated October 9 and endorsed by President Keiko Sofía Fujimori Higuchi and the Minister of Foreign Affairs Alfonso Carlos Espá y Garcés-Alvear, terminate two functions and appoint seven heads of mission. The provisions appear in the Legal Norms section, under the Foreign Relations heading, between pages 18 and 21.
The appointments are based on numeral 12 of article 118 of the Political Constitution of Peru, which empowers the President of the Republic to appoint ambassadors and ministers plenipotentiary with the approval of the Council of Ministers and the obligation to report to Congress. They also invoke Law No. 27594, the Single Ordered Text of Law No. 28091, Law of the Diplomatic Service of the Republic (Supreme Decree No. 047-2021-RE), and its Regulations (Supreme Decree No. 130-2003-RE).
Except for the regulation referring to the Caribbean Community, all resolutions stipulate that the expenditures incurred will be applied to the corresponding items of the budget sheet of the Ministry of Foreign Affairs, and that the date on which the officials will assume their duties will be set by ministerial resolution.
Terminations in Paraguay and the United Kingdom
- S.R. No. 164-2026-RE: terminates the functions of María Antonia Ida Masana García as extraordinary and plenipotentiary ambassador to the Republic of Paraguay. She had been appointed by S.R. No. 028-2024-RE and assumed office on April 1, 2024.
- S.R. No. 165-2026-RE: terminates the functions of Ignacio Higueras Hare as ambassador to the United Kingdom of Great Britain and Northern Ireland and as permanent representative to the International Maritime Organization (IMO), based in London. He was appointed by S.R. No. 041-2024-RE and S.R. No. 050-2024-RE, with functions since May 1, 2024.
Both resolutions cancel the corresponding letters of credence and full powers and express gratitude for the services rendered to the Nation.
Seven new heads of mission
- Canada: Elmer José Germán Gonzalo Schialer Salcedo (S.R. No. 166-2026-RE).
- Colombia: Ricardo Ghibellini Harten (S.R. No. 167-2026-RE).
- Costa Rica: José Augusto Barba Caballero (S.R. No. 168-2026-RE).
- France: Ignacio Higueras Hare (S.R. No. 169-2026-RE), who leaves London to assume representation in the French Republic.
- United Mexican States: Ana Angélica Peña Doig (S.R. No. 170-2026-RE).
- Paraguay: Irma Virginia Montes Patiño (S.R. No. 171-2026-RE).
In all cases, letters of credence and full powers are extended, and the date of assumption of office remains pending ministerial resolution.
Guyana and CARICOM
S.R. No. 172-2026-RE appoints the Ambassador of Peru to the Co-operative Republic of Guyana, Enri Ciprian Prieto Tica, to serve simultaneously as Ambassador Extraordinary and Plenipotentiary to the Caribbean Community (CARICOM), residing in the city of Georgetown. The official had been appointed to Guyana by S.R. No. 007-2026-RE and assumed functions on July 1, 2026, and the CARICOM General Secretariat granted the customary agrément on July 20, 2026. This resolution does not incur any expense to the budget allocation of the Ministry of Foreign Affairs.
Impact
The publication abruptly reorganizes the network of Peruvian missions in the Americas, Europe, and the Caribbean, with a shift in weight: Higueras Hare moves from the embassy in London and the representation to the IMO to the embassy in France. The set of regulations commits budget items of the Foreign Ministry for the 2026 fiscal year, with the exception of the appointment to CARICOM, which is covered by the existing structure in Guyana.
