Peru ratifies the Comprehensive Economic Partnership Agreement with Indonesia

The Government of Peru ratified the Peru - Indonesia Comprehensive Economic Partnership Agreement, an instrument that opens new bilateral trade and investment opportunities. The decision was formalized through Supreme Decree No. 041-2026-RE, published in the Saturday, September 12, 2026 edition of the Official Gazette El Peruano, within the Legal Norms section.

The regulation, issued by the President of the Republic and endorsed by the Minister of Foreign Affairs, ratifies the agreement that was signed on August 11, 2025, in the city of Jakarta, Republic of Indonesia. With this internal ratification, Peru completes the necessary procedure for the treaty to enter into force.

Legal framework and scope of the decree

The decree is based on articles 57 and 118, paragraph 11, of the Political Constitution of Peru, as well as the second paragraph of article 2 of Law No. 26647, which regulates the ratification of treaties. The text was excluded from the scope of the Ex Ante Regulatory Impact Analysis (RIA) by the Multisectoral Regulatory Quality Commission (CMCR) of the Presidency of the Council of Ministers, pursuant to numeral 41.2 of article 41 of the Regulations of Legislative Decree No. 1565.

The articles of the decree establish four main provisions:

• Article 1 (Object): ratifies the Peru - Indonesia Comprehensive Economic Partnership Agreement.
• Article 2 (Publication): the Ministry of Foreign Affairs will publish the full text of the agreement and the date of its entry into force in El Peruano.
• Article 3: the Senate of the Republic shall be notified.
• Article 4 (Endorsement): the decree is endorsed by the Minister of Foreign Affairs.

A strategic agreement for bilateral trade

The Comprehensive Economic Partnership Agreement was negotiated between both countries as a broad cooperation framework covering trade in goods and services, investment, and the strengthening of economic ties between Peru and Indonesia, two Pacific basin economies with productive complementarities.

Internal ratification is the preliminary step for the agreement to fully deploy its effects. Once the full text is published and the entry-into-force date is determined, Peruvian economic operators will be able to access the preferential conditions and investment protection mechanisms provided by the instrument.

With this ratification, Peru consolidates its trade opening strategy toward Southeast Asia, one of the most economically dynamic regions in the world. For Peruvian exporters, importers, and investors, the agreement represents a gateway to a market of more than 270 million consumers, as well as a stable legal framework for bilateral economic relations in the coming years.
