PEMEX tenders the sale of ferrous scrap from pipelines and minor vessels

Petróleos Mexicanos invites all interested individuals and legal entities to participate in Public In-Person Tender number SSAB-EBM-LPNP-002-2026, for the onerous disposal of ferrous scrap originating from out-of-operation pipelines and small vessels deemed as no longer useful. The call for bids was published in the Official Gazette of the Federation on Wednesday, September 23, 2026, page 124, and was signed in Mexico City on September 22, 2026, by the Subdirector of Services and Asset Administration, Daniel Arturo Díaz Ibáñez.

The call is issued by PEMEX, a State Public Enterprise sectorized under the Ministry of Energy, through the Subdirectorate of Services and Asset Administration (SSAB). The procedure is based on Article 134 of the Political Constitution of the United Mexican States, the Law of the State Public Enterprise, Petróleos Mexicanos, the company’s Organic Statute, and its internal policies, guidelines, and procedures for the administration and disposal of movable and immovable assets.

The offered assets were deemed as no longer useful by the company’s Work Centers; therefore, their destination is sale to third parties and not operation. The reference value is set per kilogram with different valuation rules depending on the type of scrap.

Two items and reference values

• Item 1: ferrous scrap originating from out-of-operation pipelines to be unearthed, of various characteristics, diameters, and dimensions, deemed as no longer useful by the Work Centers. Reference value: 3.10 pesos per kilogram (three pesos 10/100 national currency).
• Item 2: ferrous and non-ferrous scrap originating from out-of-operation small vessels, deemed as no longer useful by the Work Centers. For contaminated mixed scrap, the value results from adding 50% to the value established in the “Value List”; for other scrap, from adding 7% to said value.

Terms, calendar, and requirements

The Bidding Terms will be available for free consultation on the PEMEX non-useful assets portal starting from the publication of the call. The procedure’s events will take place on the dates, times, and locations established in the event calendar of the Terms themselves.

• Proposals must be submitted in national currency.
• Correspondence and documents must be written in Spanish; other languages will be admitted only if presented with an official translation into this language by an authorized expert.
• Persons who are disqualified under the terms of the Bidding Terms may not participate.
• Participation requirements and the conditions for reservation or confidentiality of information are detailed in the Bidding Terms.

The auction opens a formal channel for scrap buyers, recyclers, and industrial suppliers to acquire steel from removed pipelines and decommissioned small vessels, with reference prices per kilogram and differentiated rules for contaminated material. For PEMEX, the procedure converts inventory deemed as not useful into revenue and frees up operational spaces.
