Pedroche initially approves the modification of the General Plan and suspends licenses

The Plenary of the Pedroche City Council has initially approved the modification of the General Municipal Planning Plan (PGOU), according to the announcement published in the Official Gazette of the Province of Córdoba on Thursday, August 13, 2026. The agreement, signed in Pedroche on August 7 by the mayor, Juan Ignacio Romero Romero, entails the suspension of the granting of all kinds of urban planning approvals, authorizations and licenses in the affected areas and opens a public information period of 30 days.

The decision appears in the announcement with reference BOP-A-2026-2839, inserted in issue 156 of the provincial gazette, in the Local Administration section (page 12359). The municipality, located in the region of Los Pedroches, north of the province of Córdoba, thus begins the processing of the modification of its general planning, whose content may be consulted during the public exhibition period.

The procedure is carried out in accordance with article 78.1 of Law 7/2021, of December 1, on the Impulse for the Sustainability of the Territory of Andalusia (LISTA) and with article 104.1 of the General Regulations of said law, approved by Decree 550/2022, of November 29. The initial approval constitutes the first milestone of the file, which must pass the public information period and subsequent procedures until its final approval.

Suspension of licenses in the affected areas

The Plenary agreement includes a precautionary measure of urban planning scope: the suspension of the granting of all kinds of urban planning approvals, authorizations and licenses in the areas affected by the modification of the General Plan. In practice, while the suspension is in force, no new building or activity permits will be granted in the areas included in the modification, so that no action compromises the provisions of the new planning.

The measure directly affects those who have projects pending a license in the affected areas and the files of urban planning approvals and authorizations in progress. The announcement does not detail the specific content of the modification, which must be examined in the file exposed to the public.

Public information: 30 days to file objections

In accordance with regional regulations, the file is subject to public information for a period of 30 days, counted from the day following the publication of the announcement in the official gazette, that is, from August 14, 2026. During that period, any natural or legal person may examine the documentation and submit the objections they deem appropriate.

  • At the municipal offices of the Pedroche City Council, where the modification of the General Municipal Urban Planning Plan may be examined.
  • At the City Council’s electronic office, where the file will be available to interested parties.

The modification of Pedroche’s PGOU conditions the urban future of the municipality and fully affects owners, developers and residents of the areas involved, who for now see the granting of licenses limited. The public information period is the way to learn about the content of the file and make observations before the procedure continues, and the new urban planning regime of the affected land will depend on its outcome.
