The delegation of Álava has made public the prior authorization for the Pando wind farm

The Territorial Delegation of Álava has made public the request for the prior administrative authorization of the wind farm named Pe Pando, located between the municipalities of Ayala and Okondo (Álava). The decision was issued via announcement on September 3, 2026, by the territorial delegate Javier Aizpuru Ochoa de Eribe, and was published in issue number 182 of the BOPV official gazette on September 23, 2026 (official reference: 2026/3987). The purpose of the procedure is to allow interested parties to submit requests to promote the park in view of a potential competitive bidding situation.

The procedure has been carried out in accordance with Article 4 of Decree 115/2002, of May 28; this decree regulates the authorization procedure for electricity production installations based on wind energy in the Basque Autonomous Community. The announcement was processed by the Territorial Delegation of Álava of the Department of Industry, Energy Transition and Sustainability, and was signed in Vitoria-Gasteiz.

Technical characteristics of the park

• Promoter: Macrina Solar 33, S.L. (TIN: B56773153).
• Number of wind turbines: 6.
• Total installed capacity: 30 MW.
• Location: Municipalities of Ayala and Okondo (Álava).
• Polygon of the affected area: delimited by 17 vertices, in the ETRS89 HUSO 30 coordinate system.

The vertices of the polygon are specified with UTM x and UTM y values. The first vertex (493049.8 / 4777347.64) and the seventeenth coincide, indicating that the perimeter is closed.

What the competitive procedure entails

The announcement explicitly states that the procedure is carried out in view of a potential competition. This means that the administration is not only analyzing the promoter’s request: the decree allows other natural or legal persons to submit requests to establish and operate a park in the same area. Thus, the Territorial Delegation of Álava will be able to evaluate all requests together and, if applicable, decide which project has priority.

Period and method for submitting allegations

Interested parties have a period of twenty days, counting from the last publication of the announcement, to submit requests related to the establishment and operation of the park. Requests must comply with the provisions of Article 3 of Decree 115/2002 and must be submitted to the Territorial Delegation of Álava, via the electronic platform, through the GE–Y procedure.

The announcement specifies that the twenty-day period will count from the last publication made in the bulletins mentioned in Article 4 of Decree 115/2002. Therefore, the start of the period depends not only on the publication in the BOPV gazette, but also on the one made in the official gazette of the historical territory of Álava.

Environmental background

Wind energy projects in Álava often have long processing times. In issue number 177 of the BOPV official gazette, published on September 16, 2026, the environmental impact statement was received for the Mendi wind farm (31.2 MW), promoted by the company Green Devco Energy 5, S.L., in the municipalities of Amurrio and Ayala. In this case, the project and the environmental study were put on public display several times throughout 2025.

Conclusion

The processing of the Pe Pando park affects the residents around Ayala and Okondo and the landscape of that territory, and objections can only be submitted within a period of twenty days. Once the period has ended, the Álava Territorial Delegation will analyze the requests submitted and decide on the preliminary authorization.
