Peñalba opens public consultation on a 2,000-head pig macro-farm
Por FactBox Admin

The Peñalba City Council has opened a fifteen-calendar-day public information period regarding the application for an environmental license for a classified activity for a pig fattening operation with a capacity for 2,000 head. The announcement is published in the Official Gazette of the Province of Huesca number 208, corresponding to this Thursday, October 29, 2026, on page 16 and with the official reference BOPH-2026-208011, under the Local Administration heading.
The City Council is the administration processing the file, through its Secretariat, and the announcement appears numbered as 4.805. The opening of the procedure is supported by Article 77.3 of Law 11/2014, of December 4, on Environmental Prevention and Protection of Aragon, which requires this type of application to be submitted for public information for a period of fifteen calendar days starting from the insertion of the announcement in the provincial gazette.
The project and its location
The projected facility is located in polygon 513, plot 24, within the municipality of Peñalba, in the Somontano region. The declared activity is pig fattening, with a census of 2,000 spaces, the same figure that appears both in the title of the announcement and in the body of the text submitted by the City Council.
The technical and administrative data recorded in the publication are as follows:
- Promoter: Mr. Alberto Casasnovas Nadal, who presents the application for the environmental license for a classified activity.
- Activity: pig fattening operation with a capacity for 2,000 head.
- Location: polygon 513, plot 24, municipality of Peñalba.
- Technical project: drafted by Mr. José Ángel Pérez Félez, Agricultural Technical Engineer in Agricultural Holdings.
- Deadline for allegations: fifteen calendar days from the publication of the announcement.
Fifteen days to examine the file and file allegations
During this period, the file remains deposited in the offices of the Peñalba City Council and may be examined during office hours by any interested party, who may formulate the allegations or observations they deem appropriate. The announcement does not refer to the electronic consultation of the file: it refers only to the physical municipal headquarters.
The calculation of the period begins with the insertion of the text in the gazette, so the fifteen calendar days start counting from this Thursday, October 29. The announcement appears signed in Peñalba on October 28, 2026, by the mayor, Francisco Javier Calés Ramo.
Other livestock files in the same municipality
The publication is not an isolated case in the recent administrative activity of the municipality, which has processed several livestock operation files in recent months:
- On August 3, 2026, the Official Gazette of the Province published in issue number 146 a public information notice for a beef cattle fattening operation in polygon 502, plot 16 of Peñalba.
- On August 13, 2026, issue number 153 of the gazette included a correction of errors for that notice (BOPH-2026-153014) in which the reference to the municipal electronic office was removed and a new public exhibition period of fifteen calendar days was granted.
- On August 27, 2026, issue number 163 published the public information for a beef cattle fattening operation of 400 head in polygon 603, plot 47, requested by Ignacio Casasnovas Nadal and drafted by the same agricultural technical engineer (BOPH-2026-163014).
In all three cases, the procedure followed is identical: application for an environmental license for a classified activity, opening of public information for fifteen calendar days in accordance with article 77.3 of Law 11/2014, and filing of the case file in the municipal offices.
A census of 2,000 spaces in Somontano
The figure of 2,000 spaces places the installation at the threshold of the largest pig fattening operations, and its processing comes within a context of growing attention to livestock concentration in Somontano. The opening of the public information period is the procedural moment in which neighbors, local farmers, and environmental groups can submit observations before the City Council rules on the license. The file will remain on display at the offices of the Peñalba City Council until the end of the fifteen calendar days.
