Peñaflor licita por cinco años el quiosco de la calle Blas Infante

The Peñaflor City Council (Seville) has opened the bidding process for the public domain concession of the kiosk located at Blas Infante Street, number 10, for a term of five years, extendable for another five. The announcement is published in the Official Gazette of the Province of Seville number 213, of Wednesday, November 4, 2026 (page 68), with the official reference BOP-SE-2026-213020, and sets a deadline of 26 calendar days to submit proposals.

The procurement file and the specific administrative clauses specifications were approved by Mayoral Resolution number 730, of October 23, 2026, as stated in the announcement itself. The call is processed in accordance with article 64.1 of the Regulations on Assets of Local Entities of Andalusia, approved by Decree 18/2006, of January 24, the regulation governing the private use of local public domain assets.

The announcement serves a dual purpose: it calls for bids and, simultaneously, submits the file for public information in the provincial gazette for the purpose of claims. The document is electronically signed by the mayor-president, José Ruiz Herman, dated October 28, 2026, and is inserted in the Local Administration section of the gazette.

How the concession is awarded

The procedure is open, with ordinary processing and several award criteria that are automatically quantifiable or determined through the use of formulas. The minimum award amount is that established in the specific administrative clauses specifications, which is not detailed in the published announcement. The essential conditions are as follows:

  • Object: public domain concession of the kiosk at Blas Infante Street, number 10.
  • Cadastral reference: 3562610TG9736S0001IA.
  • Term: five years, extendable for another five.
  • Procedure: open, ordinary processing, several award criteria.
  • Tender type: the minimum amount set in the specific administrative clauses specifications.
  • Opening of administrative documentation and economic proposals: on the day designated by the contracting body in accordance with the specifications.

Deadlines, where to consult, and where to submit offers

Interested parties have two different deadlines running in parallel. The file, the specifications, and the rest of the documentation will be available for review at the municipal Secretary-Intervention office, at Plaza de España, number 1, Peñaflor, for 20 calendar days from the day following publication, during business days and hours; it can also be consulted on the contractor profile on the municipal website www.penaflor.es.

Proposals, on the other hand, must be submitted to the General Registry of the Peñaflor City Council within 26 calendar days starting from the day following the publication of the call in the provincial bulletin, which places the deadline around November 30, 2026. The required documentation is that detailed in the specific administrative clauses specifications.

On that same day, the Peñaflor council published a parallel call for the concession of the vacant bar in the municipal facilities of Vegas de Almenara, at Plaza de los Colonos number 5 (reference BOP-SE-2026-213021), approved by Mayoral Resolution number 728/2026 and with identical deadlines of 20 and 26 calendar days.

Interest for small businesses in the region

The tender arrives with a tight schedule: anyone wishing to compete must collect the specifications from the municipal Secretariat or download them from the contractor profile, prepare the administrative documentation and the economic proposal, and register them before the deadline. Since this is a concession of a public domain property and not an ordinary lease, the successful bidder assumes the conditions of use set by the city council for a decade if the extension is executed.

The kiosk on Blas Infante Street is a hospitality and local commerce asset in a municipality of the Sevillian Guadalquivir region, where there is a scarce offer of premises under concession. For small entrepreneurs and hoteliers in Peñaflor and its surroundings, it represents one of the few opportunities to access a point of sale on public roads with a five-year horizon and the possibility of extending it, although the announcement does not publish the minimum fee, data that is only known through the specifications. The call thus adds to the contractual activity that the Peñaflor City Council has been publishing this autumn in the provincial bulletin.
