Patrimonio Nacional formalizes security surveillance in ten facilities

The Board of Directors of National Heritage (CAPN) has formalized the security surveillance services contract for its facilities in El Pardo, San Lorenzo de El Escorial, Aranjuez, La Granja de San Ildefonso, Seville, Palma de Mallorca, Yuste, Lanzarote, the Huelgas Board and the Santa Clara Board. The formalization announcement is published in the Official State Gazette (BOE) number 215, dated September 1, 2026, with reference BOE-B-2026-28259.

The contract, processed under file 202660PA0148, was awarded through an accelerated open procedure, justified by the need to ensure the continuity of a basic service for the organization. The contracting authority, with NIF S2801002C and headquarters on Bailén Street in Madrid, acts as a state authority whose primary activity is education.

A contract of territorial scope

The tender was structured into ten lots, one for each of the organization’s facilities, all under CPV code 79710000 (security services). The primary place of service provision is located in NUTS code ES300 (Community of Madrid), although the scope extends to heritage sites in Andalusia, Castile and León, the Balearic Islands, Extremadura, and the Canary Islands.

The award criteria were weighted as follows:

• Economic offer: 45%.
• Tender proposal document: 49%.
• Implementation of a real-time service monitoring system: 6%.

Award of the Palma lot

The published announcement details the award of Lot 6, corresponding to Palma de Mallorca, which was granted to PROSEGUR SOLUCIONES INTEGRALES DE SEGURIDAD ESPAÑA, S.L., with NIF B87222014 and address at Herberto Gut Street, 12, Madrid. The award date was June 30, 2026.

8 offers were received for this lot, all submitted by small and medium-sized enterprises. The economic values of the proposals were:

• Selected offer: 424,498.64 euros.
• Highest cost offer: 448,221.68 euros.
• Lowest cost offer: 408,556.67 euros.

Procedure and appeal deadlines

The competent body for appeal procedures is the Central Administrative Tribunal for Contractual Appeals, located at General Perón Avenue, 38, Madrid. The deadline for filing appeals is 15 business days from the notification of the appealable act.

The procedure originated from the tender notice sent to the Official Journal of the European Union on April 24, 2026, and published in the BOE on May 6, 2026. The formalization notice was sent to the OJEU on August 24, 2026, and the present announcement was sent on August 27, 2026, signed by the Director of Administration and Resources, German Baños Jiménez.

The formalization of this contract guarantees the continuity of surveillance in some of Spain’s most visited heritage sites, an essential service for the protection of assets of high historical and cultural value. Furthermore, the structuring into lots opens the door for medium and small enterprises to compete for the security of these spaces, as demonstrated by the fact that the eight bids for the Palma lot came from SMEs.
