Patrimonio Nacional formalizes security surveillance in ten facilities

The Board of Trustees of National Heritage (Consejo de Administración del Patrimonio Nacional) has formalized the contract for security surveillance services at its facilities in El Pardo, San Lorenzo de El Escorial, Aranjuez, La Granja de San Ildefonso, Seville, Palma de Mallorca, Yuste, Lanzarote, Patronato de Huelgas, and Patronato de Santa Clara. The formalization announcement is published in the Official State Gazette (Boletín Oficial del Estado) number 222, dated September 8, 2026, in section V-A of public sector procurement announcements, with reference BOE-B-2026-29087.

The contract, processed under file 202660PA0148, has been divided into ten lots, one for each facility, and was awarded through an accelerated open procedure, justified by the need to ensure the continuity of a basic service for the organization. The award date was July 14, 2026.

A contract of national scope

The contracting authority is the Board of Trustees of National Heritage, a state authority with NIF S2801002C, headquartered on Bailén Street in Madrid. The service falls under CPV code 79710000 (security services), and the place of performance is located in the community of Madrid (NUTS code ES300), although the lots cover facilities spread across the Spanish geography.

The tender was evaluated according to three award criteria:

• Implementation of a real-time service monitoring system (weighting: 6%).
• Economic offer (weighting: 45%).
• Tender proposal document (weighting: 49%).

Award by lots

The announcement details the award of lot 7, corresponding to Yuste, which received five offers, all submitted by SMEs. The winning company was SEGURIDAD INTEGRAL SECOEX S.A., with NIF A06072979 and registered office in Badajoz, whose selected offer amounted to 547,763.04 euros.

Processing and appeals

The procedure began with the tender notice sent to the TED (Tenders Electronic Daily) on April 24, 2026, and published in the BOE on May 6, 2026. The formalization was communicated to the TED in several batches between August 24 and September 3, 2026, the latter date on which the announcement now being published was sent.

The competent body for appeal procedures is the Central Administrative Tribunal for Contractual Appeals (Tribunal Administrativo Central de Recursos Contractuales), based in Madrid, before which appeals may be filed within 15 business days from the notification of the appealable act. The announcement is signed by German Baños Jiménez, Director of Administration and Resources of the organization, dated September 3, 2026.

Relevance of the contract

The formalization of this contract guarantees the continuity of security surveillance for a set of assets of high patrimonial and symbolic value managed by Patrimonio Nacional, from the royal palaces of El Pardo and El Escorial to the monasteries of Yuste and Las Huelgas. As this is an essential service for the protection of these enclaves, the awarding by lots also allows for the participation of smaller companies, as reflected by the fact that the five bids for the Yuste lot came from SMEs.
