Patrimonio Nacional formalizes security surveillance in ten facilities

The Board of Directors of the National Heritage (Consejo de Administración del Patrimonio Nacional) has formalized the contract for security surveillance services across ten of its facilities, awarded by lots. The formalization is published in the Official State Gazette (Boletín Oficial del Estado) number 221, dated September 7, 2026, with reference BOE-B-2026-28927, within section V-A of public sector procurement notices.

The contract, processed under file 202660PA0148, was awarded on June 30, 2026, through an accelerated open procedure, justified by the need to ensure the continuity of a basic service for the organization. The tender notice was published in the Official Journal of the European Union on April 28 and in the BOE on May 6, 2026, and the formalization notice was sent to the OJEU on September 2, 2026.

A contract by lots for ten facilities

The object of the contract is the security surveillance service at the organization’s facilities, which is structured into ten lots, one for each site:

• Lot 1: El Pardo.
• Lot 2: San Lorenzo de El Escorial.
• Lot 3: Aranjuez.
• Lot 4: La Granja de San Ildefonso.
• Lot 5: Seville.
• Lot 6: Palma de Mallorca.
• Lot 7: Yuste.
• Lot 8: Lanzarote.
• Lot 9: Patronato de Huelgas.
• Lot 10: Patronato de Santa Clara.

All lots correspond to CPV code 79710000 (security services), with the main CPV 79000000 (business services), and are provided within the territorial scope of the Community of Madrid (NUTS code ES300).

Award criteria and procedure

The contracting authority, with NIF S2801002C and headquarters on Bailén Street in Madrid, evaluated the bids based on three criteria: the economic offer, with a weighting of 45%; the tender proposal document, with 49%; and the implementation of a real-time service monitoring system, with 6%.

The procedure was processed as an accelerated open modality due to the need to ensure the continuity of a basic service. An appeal against the award may be filed before the Central Administrative Tribunal for Contractual Appeals (Tribunal Administrativo Central de Recursos Contractuales) within 15 business days from the notification of the appealable act.

Award of Lot 10

The published notice details the award of Lot 10, corresponding to the Patronato de Santa Clara, which received seven bids, all submitted by SMEs. The contract was awarded to CLECE SEGURIDAD, S.A., with NIF A86340098 and address at Avenida de Manoteras 46 bis in Madrid, for an amount of 308,469.59 euros.

In this lot, the highest-cost bid amounted to 314,814.09 euros and the lowest-cost bid to 278,269.77 euros. The notice is signed by Germán Baños Jiménez, Director of Administration and Resources of the organization, with a sending date of September 2, 2026.

The formalization of this contract guarantees the continuity of security surveillance across a set of sites of great patrimonial and cultural value distributed throughout Spain, from the royal palaces of Madrid and Castilla y León to the boards of trustees in Burgos and the centers in Seville, Baleares, Extremadura, and Canarias. For citizens, it represents the safeguarding of first-order state-owned assets, whose protection is ensured through a transparent procurement process open to competition.
