Patrimonio Nacional awards Prosegur the security surveillance of its premises

The Board of Directors of the National Heritage (Consejo de Administración del Patrimonio Nacional) has formalized the contract for security surveillance services in ten of its facilities distributed throughout Spain, a procedure processed via emergency channels to guarantee the continuity of a basic service of the organization. The award for the lot corresponding to Seville has been granted to Prosegur Soluciones Integrales de Seguridad España, S.L., for an amount of 548,830.26 euros. The formalization announcement is published in the Official State Gazette (Boletín Oficial del Estado) number 212, dated August 28, 2026, with reference BOE-B-2026-27935.

A contract in ten lots

The object of the contract, identified by file 202660PA0148, covers the security surveillance service in the organization’s facilities in El Pardo, San Lorenzo de El Escorial, Aranjuez, La Granja de San Ildefonso, Seville, Palma de Mallorca, Yuste, Lanzarote, the Huelgas Board (Patronato de Huelgas), and the Santa Clara Board (Patronato de Santa Clara). Each of these locations constitutes an independent lot, all classified under CPV code 79710000 (security services).

The contracting authority, with NIF S2801002C and headquarters in Madrid, processed the tender through an accelerated open procedure, justified by the need to ensure the continuity of a basic service for the organization. The tender was announced in the Official Journal of the European Union on April 28, 2026, and in the BOE on May 6, 2026.

Criteria and offers for the Seville lot

The evaluation of the offers was structured around three award criteria:

  • Economic offer, with a weighting of 45%.
  • Tender proposal document, with a weight of 49%.
  • Implementation of a real-time service monitoring system, with 6%.

In the Seville lot, eight offers were received, all submitted by small and medium-sized enterprises. The selected offer amounted to 548,830.26 euros, compared to a maximum value of 552,721.05 euros and a minimum of 522,967.95 euros among the proposals submitted.

Awardee and appeals

The winning company, Prosegur Soluciones Integrales de Seguridad España, S.L., with NIF B87222014 and address in Madrid, will be responsible for providing the service at the Seville facility. The announcement, signed by the Director of Administration and Resources, Germán Baños Jiménez, was sent on August 25, 2026.

An appeal against the formalization may be filed before the Central Administrative Tribunal for Contractual Appeals (Tribunal Administrativo Central de Recursos Contractuales), within a period of fifteen business days from the notification of the appealable act.

Relevance of the contract

The award guarantees the protection of high-value heritage and cultural sites managed by the organization, some of which are among the most visited in Spain, such as the Royal Palace of El Pardo, the Monastery of El Escorial, or the Palace of Aranjuez. Furthermore, the accelerated processing and the division into ten lots allow for the participation of SMEs in the public procurement of security services.
