Pastoriza abre quince días de alegacións ao suplemento de crédito número tres

The Plenary of the Concello da Pastoriza initially approved on October 8, 2026, the credit modification 2026.25, in the form of credit supplement no. 03, and opened a fifteen-day period of public exhibition before final approval. The agreement is published in the Boletín Oficial da Provincia de Lugo no. 241, of Wednesday, October 21, 2026, with reference R. 2835, and bears the signature of the mayor-president, Darío Cabaneiro Santomé.

The announcement, issued in Pastoriza on October 15, 2026, is processed under article 169.1, by referral of article 177.2, of Royal Legislative Decree 2/2004, of March 5, which approves the revised text of the Law regulating local treasuries. This is the ordinary procedure for any modification of credits in local budgets: initial approval by the Plenary, public information and, if there are no objections, automatic elevation to final approval.

The edict does not detail the amount of the supplement nor the affected budgetary applications; it limits the publicity to the procedural aspects of the file. It does identify the operation as the third of its kind in the fiscal year, by numbering the supplement as 03 within modification 2026.25.

Fifteen days to examine and claim

  • Period: fifteen days, counted from the day following the insertion of the announcement in the Boletín Oficial da Provincia de Lugo.
  • Start of the count: October 22, 2026, once number 241 of the provincial bulletin was published.
  • What interested parties can do: examine the file and present any claims they consider appropriate.
  • Legal effect: if no allegation is presented, the plenary agreement will be considered definitively approved.

The published text does not expressly indicate the place for consulting the file nor the global figure of the modification, data that are usually specified in the documentation accompanying the plenary agreement.

Background: an extraordinary credit of 116,996.02 euros

The Council has already closed another relevant modification this year. The Plenary of June 30, 2026, initially approved modification 2026.19, in the form of extraordinary credit no. 01, for the amount of 116,996.02 euros and financed from the treasury surplus for general expenses. It was published in BOP no. 179, of August 7, 2026, and was definitively approved as no allegations were registered, according to the announcement disseminated in BOP no. 202, of September 4, 2026.

The destinations of that file were as follows:

  • 14,519.43 euros for sports facilities, as replacement investment associated with the operation of services.
  • 51,241.58 euros for business development: repairs, maintenance, and conservation of infrastructure and natural assets.
  • 51,235.01 euros for the operation of preschool, primary, and special centers, in new investments associated with the operational functioning of the services.

Who decides and under which regulation

  • Approving body: the municipal Plenary, in an ordinary session held on October 8, 2026.
  • Who signs the announcement: the mayor-president, Darío Cabaneiro Santomé, in Pastoriza on October 15, 2026.
  • Applied regulations: article 169.1 and article 177.2 of the recast text of the Law regulating local finances, approved by Royal Legislative Decree 2/2004, of March 5.
  • Official publication: Official Gazette of the Province of Lugo no. 241, of October 21, 2026, p. 16, reference R. 2835.

The relevance of the news lies in the fact that the municipal budget of Pastoriza is already undergoing its third credit supplement of the year, which implies a successive reorganization of local public accounts. Residents and any interested person have fifteen days from October 22 to review the file and submit objections; if they fail to do so, modification 2026.25 will be definitively approved without the need for a new plenary vote.
