Passanant and Belltall approve the replacement of the water supply pipeline between nuclei

The City Council of Passanant i Belltall has definitively approved the works project for the replacement of the high-pressure supply pipeline between population centers, from Fondo de Buixeró to Glorieta. The Plenary agreement, in an ordinary session on September 2, 2026, is published in the Official Gazette of the Province of Tarragona on October 13, 2026, with the reference CVE 2026-09438, and entails the declaration of public utility and the need for occupation of the affected lands and buildings for the purpose of compulsory expropriation.

The project was drafted by the Engineering Services of the Provincial Council of Tarragona, with industrial engineer Josep Barberillo Nualart, from the company GESA, SL. The execution budget is 179,697.66 euros excluding VAT, to which 37,736.51 euros of 21% VAT are added, for a total of 217,434.17 euros including VAT.

The agreement also definitively approves the list of assets and rights to be occupied and expropriated, which is contained in the annex of the resolution. The publication is made in the Official Gazette of the Province of Tarragona, the Official Gazette of the Generalitat de Catalunya, and the corporation’s electronic office, and it must be disseminated in a provincial newspaper and through individual notification to the affected persons.

A high-pressure pipeline between Fondo de Buixeró and Glorieta

The work consists of the replacement of the high-pressure supply pipeline that connects population centers of the municipality of Passanant i Belltall, in the section between Fondo de Buixeró and Glorieta. The project affects forest lands of pine and scrubland, as well as dry lands dedicated to cereals, all of them in polygon 5 of the municipal district.

The impacts are divided into three types of action, with the unit prices fixed in the resolution:

• Expropriation of forest and dry land: 0.73 euros per square meter for forest and 2.02 euros for dry land.
• Temporary occupation of land: 0.18 euros per square meter for forest and 0.51 euros for dry land.
• Right-of-way easement for a buried pipeline one meter wide: 0.55 euros per square meter for forest and 1.52 euros for dry land.

Eighteen affected properties and 8,930.77 euros in compensation

The list of assets and rights includes eighteen properties, fifteen of private or municipal ownership and three corresponding to public roads. The total valuation of the impacts amounts to 8,930.77 euros.

• Roca Pares Rosa Maria, Heirs of, plot 4: 205.39 euros.
• Tomas Aymerich Jose, plot 7: 123.08 euros.
• Amenos Amenos Jose, plot 14: 117.33 euros.
• City Council of Passanant i Belltall, plot 2: 96.48 euros.
• Safont Timoneda Maria del Carmen, plot 3: 74.20 euros.
• Roca Torres Soledad, Heirs of, plot 1: 71.92 euros.

Plots 16, 17 and 18, corresponding to public roads, do not generate compensation; in the case of plot 17, the resolution specifies that no compensation is given as it is a municipal road.

Appeal deadlines and signing of the agreement

The agreement ends the administrative process, meaning that the following may be filed against it:

• Contentious-administrative appeal before the Contentious-Administrative Court of Tarragona, within a period of two months starting from the day after notification.
• Alternatively and optionally, a request for reversal before the same body that issued it, within a period of one month starting from the day after notification.

The resolution is electronically signed by the mayor, Maria Carme Amenós i Fabregat, on October 7, 2026.

The replacement of the high-pressure pipeline is a decisive action to guarantee the continuity and quality of the water supply to the nuclei of Passanant and Belltall, and directly affects about fifteen owners of forest and dryland plots who will have to cede land or tolerate easements of passage. The open appeal deadlines mean that the execution schedule of the work depends on the possible filing of appeals.
