Citizen participation for new high-voltage line in Mulchén

The Environmental Evaluation Service (SEA) of the Biobío Region notified the start of a citizen participation process in the evaluation of the Environmental Impact Declaration for the project “New 2x220 kV High Voltage Line San Carlos - S/E Mulchén”. The call was formalized through exempt resolution No. 20260800195, dated September 2, 2026, and was published in the Official Gazette of the Republic of Chile No. 44,549, on Saturday, September 12, 2026, Section I (General Norms), reference CVE 2870091.

The measure is adopted in accordance with Article 94 of DS No. 40/2012 of the Ministry of the Environment, Regulations of the Environmental Impact Evaluation System, and Article 30 bis of Law No. 19,300. The project proponent is Inversiones La Frontera Del Bio Bio SpA.

Territorial scope of the project

The infrastructure will be located in the Biobío Region, Biobío province, commune of Mulchén, in the rural localities of Dicao and Licura. The area of influence also extends to the commune of Los Ángeles, specifically to the locality of San Carlos de Purén.

The project consists of the construction and operation of a high voltage line of 2x220 kilovolts, with an approximate length of 9.03 kilometers and composed of 27 towers. The route begins north of the town of Mulchén and will extend to the existing Mulchén Substation.

How to participate

Any natural or legal person may submit observations regarding the project, as provided in Article 95 of DS No. 40/2012. The legal deadline to submit them to the SEA is 20 business days, counted from the business day following the publication of the announcement.

  • Legal basis: Articles 94 and 95 of DS No. 40/2012 and Article 30 bis of Law No. 19,300.

Relevance for the community

The call opens a concrete window for neighbors and property owners in the area of influence, in both the communes of Mulchén and Los Ángeles, to learn about the project and express their observations before its environmental evaluation is resolved. The resolution was signed by the Regional Director of the SEA of the Biobío Region, María Eliana Vega Fernández.

For the inhabitants of the rural localities of Dicao, Licura, and San Carlos de Purén, this process constitutes the formal instance to express concerns regarding a high-voltage electrical infrastructure that will cross their territory, within the framework of current environmental regulations.
