Parres approves expropriating land for the defense of Arriondas

The Plenary of the Parres City Council, in an extraordinary session held on August 18, 2026, initially approved the list of assets and rights whose occupation is considered necessary to execute the Arriondas flood defense Project. Phase 3: increase of the hydraulic capacity of the Chico river and removal of urban barriers. The agreement is published in the Official Gazette of the Principality of Asturias (no. 167, of August 28, 2026), under code 2026-07020, and opens a twenty-day public information process for the affected holders.

The decision nullifies the plenary agreement of December 18, 2025, regarding the initial approval process and the list of assets defined at that time, which is replaced by the new list. The expropriation will be processed via the urgency procedure regulated in Article 52 of the Law of December 16, 1954, on Compulsory Expropriation, which allows for the expedited occupation of the land necessary for the hydraulic work.

Affected lands

The list comprises eleven properties, including their cadastral references and the surface area to be occupied in each case, both permanently and temporarily. Among the owners are both natural persons and properties under investigation or belonging to heirs.

• Blanco Fernández Leonor María: 216.28 m² and 142.31 m².
• Intriago Casanueva María Concepción: 0 m² and 7.53 m².
• González Suárez Marta María and Julia María: 0 m² and 28.51 m².

Additionally, one property is listed as under investigation (391.19 m² permanent and 411.88 m² temporary), as no determined ownership is recorded.

Public information process

In accordance with Article 83 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, and Article 18 of the Compulsory Expropriation Law, a period of twenty days is opened for the holders of affected rights to present any data that allows for the rectification of errors in the list or to provide a reasoned opposition to the occupation. The period is calculated from the first business day following the insertion of the announcement in the gazette.

During that period, interested parties may examine the file at the Municipal Technical Office of the Parres City Council, located at Plaza Venancio Pando de Arriondas, from 9:00 to 14:00, Monday to Friday.

Relevance of the work

Phase 3 of the Arriondas defense seeks to increase the hydraulic capacity of the Río Chico and remove urban barriers, a key action to reduce the risk of flooding in the center of Arriondas. The processing via the urgency procedure and the publication of the list of assets bring the project closer to execution, while guaranteeing affected parties the possibility to file objections before the occupation of their land.
