Torrente II Solar Park opens for public consultation in Picassent

The Third Vice-Presidency and Department of Environment, Infrastructure, Territory and Recovery has submitted the Parque Solar Torrente II photovoltaic plant and its evacuation infrastructure, located in the municipalities of Picassent and Torrent (Valencia), for public review. The announcement is published in the Official Gazette of the Generalitat Valenciana number 10450, dated September 14, 2026, with reference DOGV-C-2026-28564.

The procedure, processed under file ATALFE/2023/25/46, combines the prior administrative authorization, the construction authorization, the occupation of livestock routes, and the declaration of public utility (DUP), and is subject to a simplified environmental impact assessment. The installation, promoted by Carsal Solar, SL, with registered offices at calle de l’Estret, 8, Alginet, reaches a peak power of 3.7962 MW, an installed power of 3.25 MW, and a granted access capacity of 3.2 MW.

Technical characteristics of the plant

The generating field consists of 6,840 monocrystalline photovoltaic modules of 555 Wp, grouped in strings of 24 panels and connected to 13 inverters, with a total nominal power of 3,250 kW. The energy is evacuated through two transformation centers and one delivery and measurement center:

• CT-01, 2,000 kVA, in a prefabricated concrete building.
• CT-02, 1,250 kVA, in a prefabricated concrete building.
• CEMT (Delivery, Measurement and Transformation Center) at 20 kV, with a 50 kVA auxiliary services transformer.

The 20 kV evacuation line has a total length of 2,825 meters, of which 2,567 are underground and 212 are overhead, with two metal lattice supports. The project budget amounts to €1,659,295.78.

Territorial and environmental impacts

The project affects the livestock route Cordel de Aragón, which has a legal width of 37.5 meters, beneath which the evacuation line runs underground for approximately 240 meters. Additionally, the line crosses the Barranc de les Canyes, in the municipality of Torrent, which implies an impact on the public hydraulic domain.

The list of affected assets and rights (RBDA) includes plots from the town halls of Picassent and Torrent, as well as from private individuals Viñals Llácer José, Miquel Miquel María Consuelo, and the company Rialsama SL, along with land belonging to the Ministry for the Ecological Transition and the Demographic Challenge. Separate notices have been sent to the town halls, the Júcar Hydrographic Confederation, I-DE Redes Eléctricas Inteligentes, SAU, and the departments competent in territory, landscape, and forest management.

Deadline and form for allegations

The documentation may be consulted at the department’s electronic address and in person at the Territorial Service of Industry, Energy and Mines of Valencia, at calle Gregorio Gea, 27 in València. Natural or legal persons who consider themselves affected may submit allegations within a period of fifteen business days starting from the day following publication, according to the urgency procedure provided for in Decree-law 1/2022, of April 22, of the Consell.

Allegations may be submitted electronically through the electronic headquarters of the Generalitat or by any of the means specified in article 16 of Law 39/2015, of October 1, on the common administrative procedure. The announcement is signed by Roberto Javier Anchel Añó, head of the Territorial Service, in València, on August 11, 2026.

The publication of this project throughout the Horta Sud region opens a key period of citizen participation for the affected neighbors and owners, who may examine the documentation and formulate allegations before the final authorization is resolved. The resolution of the file will determine the actual impact of the plant on the territory, the livestock routes, and the public hydraulic domain of the area.
