Perales 48-megawatt wind farm opens for public consultation

The Territorial Service of Industry, Commerce, and Economy of Palencia, under the Department of Environment and Energy of the Regional Government of Castilla y León, has opened for public consultation the request for recognition, specifically of public utility, of the “Perales” wind farm, with an installed capacity of 48 MW. The announcement is published in the Official Gazette of Castilla y León number 176, dated September 10, 2026 (pages 81 to 85), with reference BOCYL-D-10092026-176-10 and file 34/ATCE/24.

The project, promoted by Parque Eólico La Pera S.L. (CIF B-24739252), will be located within the municipal boundaries of Perales and Becerril de Campos, in the province of Palencia. The declaration of public utility will entail the occupation of the affected assets and rights listed in Annex I of the announcement, as well as urgent occupation for the purposes of Article 52 of the Compulsory Expropriation Law.

Procedural Background

The file began with the Resolution of the Territorial Service of Industry, Commerce, and Economy of Palencia dated July 23, 2024, which granted the prior administrative authorization and the construction authorization for the installation. Said resolution was published in the B.O.C. y L. on August 29, 2024 (number 168, page 23) and in the Official Gazette of the province of Palencia on September 11, 2024.

Subsequently, on September 4, 2025, the promoter requested a modification of the construction authorization due to the appearance of new wind turbine models on the market. On December 10, 2025, the request for the declaration of public utility was submitted.

Technical Characteristics of the Park

The final characteristics of the installation, following the modification, are as follows:

8 NORDEX 175 wind turbines limited to 6 MW, with a hub height of 119 m, a rotor diameter of 175 m, and a total height of 206.5 m.
48 MW of total installed capacity.
Underground medium-voltage network of 30 kV to interconnect the wind turbines with the substation.
Transformer substation SET Común Eólica 30/132 kV for the evacuation of the generated energy.

The modification involved changing from 10 GE-158 turbines of 4.8 MW to the 8 NORDEX 175 turbines limited to 6 MW, in order to comply with the 48 MW grid connection permit.

Period for Allegations and Expropriation

Any person may examine the projects at the offices of the Territorial Service, at Avda. Casado del Alisal, n.º 27 in Palencia, on business days from 9:00 to 14:00, as well as on the Regional Government’s public information website for energy and mines (www.energia.jcyl.es). The period for submitting allegations is 30 business days from the day following the publication of the announcement.

The recognition of public utility shall imply the need for the occupation of assets or the acquisition of the affected rights, as well as the authorization for the establishment or passage of the installation over lands of public domain, use, or service. The announcement is also made for the purposes of articles 44 and 45 of Law 39/2015, of October 1, on Common Administrative Procedure, for cases in which individual notification could not be carried out. The announcement is signed by the head of the Territorial Service, José María Casas Inclán, in Palencia, on August 27, 2026.

Impact for the region

The processing of this wind farm represents a significant step for the generation of renewable energy in the Tierra de Campos region, with an installed capacity of 48 MW that will be evacuated through the common substation. The declaration of public utility, which implies the expropriation of land from several owners in Perales and Becerril de Campos, now opens a period of citizen participation in which those affected may submit allegations before the final resolution.
