Lomba 5 MW wind farm opens for public consultation in Cantabria

The General Directorate of Industry, Energy and Mines, of the Ministry of Industry, Employment, Innovation and Trade of the Government of Cantabria, has opened for public consultation the application file for prior administrative authorization and environmental impact statement for the Lomba wind farm, with a capacity of 5 MW. The announcement is published in the Official Gazette of Cantabria number 161, dated August 21, 2026, with reference CVE-2026-6631 and file EOL-48-2022, opening a 30-day period for submitting allegations.
The project, promoted by the company Boreas Tecnología, S. L. (NIF B09358003), located at Polígono Las Merindades 8, Villarcayo de Merindad de Castilla la Vieja (Burgos), affects the municipal districts of Campoo de Enmedio and Reinosa. The general budget amounts to 4,570,057.66 euros.
A single wind turbine and its evacuation network
The installation will consist of a single wind turbine, named LOM-01, with the following technical characteristics:
- Unit power: 5,000 kW, with a generation voltage of 0.69 kV and a grid frequency of 50 Hz.
- Hub height: 125 meters; rotor diameter: 163 meters; number of blades: 3.
- UTM ETRS89 coordinates (Zone 30): X 407518.18; Y 4757072.40.
The wind turbine has its own 0.69/30 kV transformer, which will deliver the generated power to a 30 kV underground line. The output of the transformation center connects via a high-voltage circuit to the wind farm’s connection center, with a length of 453 meters, and from there to the STR Reinosa 30 kV electrical substation, belonging to Viesgo Distribución Eléctrica, S. L., via a 3,569-meter circuit.
Ordinary environmental impact assessment
The project is subject to an Ordinary Environmental Impact Assessment, detailed in the document “Lomba 5 MW wind farm and its evacuation infrastructure, in the municipal district of Campoo de Enmedio (Cantabria). Environmental Impact Study,” the public consultation process of which begins with this announcement. The competent body to formulate the environmental impact statement is the General Directorate of Environment and Climate Change, of the Ministry of Public Works, Housing, Territorial Planning and Environment.
The process is carried out in accordance with Cantabria Law 7/2013, of November 25, on wind energy utilization, Cantabria Decree 6/2003, of January 16, Law 24/2013, of December 26, on the Electricity Sector, and Law 21/2013, of December 9, on environmental assessment.
Deadline and form of allegations
Interested parties may submit their allegations in writing within thirty days starting from the day following the publication of the announcement, in the forms provided for in Article 16 of Law 39/2015, of October 1, on the Common Administrative Procedure. The project and the environmental impact study can be consulted in the “Public Information” section of the website of the Directorate General of Industry, Energy, and Mines. The announcement was signed in Santander on August 17, 2026, by the Director General of Industry, Energy, and Mines, José Luis Ceballos Pereda.
The opening of this process represents a decisive step for a project that, due to its location in the Campoo region and its landscape impact and effect on the residents of Campoo de Enmedio and Reinosa, has generated expectation. Citizen participation during the allegations period will be key to ensuring that the environmental impact statement and the prior authorization are resolved with maximum knowledge of the effects on the territory.
