The Plenary Session of the Basque Parliament has appointed Maria Victoria Campelo Martinez as a member of the Basque Court of Public Accounts, replacing Inmaculada Anda Apodaca. The appointment took place during the session held on October 1, in accordance with the provisions of Article 15 of Law 1/1988, of February 5. The decision was published in issue number 194 of the BOPV official gazette on October 9, 2026, under official reference 2026/4177, in Section I, under the Appointments, situations and incidents subsection of the Authorities and Personnel department.

The Plenary Session took the decision during the meeting on October 1, and as stated therein, the appointment was made within the procedure regulated by Law 1/1988. This law is the main regulation specifying the functioning of the Basque Court of Public Accounts and the selection of its members.

The appointment of the Court’s members is the responsibility of the Parliament, which reaffirms the parliamentary and autonomous nature of the body. The decision does not foresee any changes in the Court’s functions, but rather in its personal composition.

Who signed it and the effective date

The document was signed by the Presidency of the Parliament and the Secretariat of the Board, and the main data contained therein are as follows:

  • Bakartxo Tejeria Otermin, President of the Basque Parliament, author of the certification’s endorsement.
  • Jon Aiartza Zallo, First Secretary of the Board, one of the signatories.
  • Vitoria-Gasteiz, October 1, 2026, the date of the decision and place of signature.
  • The certificate, the official document issued to guarantee the execution of the decision.

The Court’s function and status

The Basque Court of Public Accounts is the main external control body for the public sector of the Basque Autonomous Community. Its task is to audit public expenditure and examine the legality, efficiency, and compliance with economic principles of public accounts.

The body’s activities have a direct impact on the transparency of the administration. For example, the Plenary Session of the Court definitively approved the 2023-2024 audit report of the University of the Basque Country / Universidad del País Vasco at the meeting on June 24, 2026, and its conclusions were published in issue number 152 of the BOPV official gazette on August 12, 2026, following the requirements of Article 13.2 of Law 1/1988.

Meaning of the replacement

The appointment of the replacement for Inmaculada Anda Apodaca does not cause any interruption in the Court’s work, but it renews its composition. The replacement of a member is essential for the body to normally fulfill its audit calendar and the approval of reports.

The Court’s decisions are not merely advisory: the administration and audited entities must respond to its requests for information, and the conclusions of the reports are published in official gazettes. Therefore, changes in the composition of the members hold institutional importance.

Conclusions

This appointment ensures the continuity of the work of the Basque Court of Public Accounts, as it is a fundamental body for the control of public expenditure. This is a significant piece of data for the reader: the composition of the body that oversees the public funds of the autonomous community has changed, and this change is recorded in the official gazette, with a public and verifiable reference.
