Les Basses Roges 3 Wind Farm: public information in Maials and Seròs

The Department of Territory, Housing and Ecological Transition has submitted for public review the project for the Les Basses Roges 3 wind farm, with an installed capacity of 5.73 MW, and its evacuation infrastructure, consisting of 30 kV underground lines, on non-urbanizable land within the municipal boundaries of Maials and Seròs, in the region of Segrià. The announcement is published in the Official Gazette of the Generalitat de Catalunya (DOGC) no. 9759, dated September 28, 2026, with the official reference CVE-DOGC-A-26265021-2026 and file FUE-2026-05087434 (reference 02498). The process opens a 60-day period for interested parties to submit allegations.

The application is promoted by the company Energías Renovables de HADES, S.L., with registered offices at Ortega y Gasset Street, number 20, Madrid. The Business Management Office certified on April 21, 2026, the admission for processing of the file for prior administrative authorization and construction. The announcement is signed by Josse Terés i Cinca, Director of Territorial Services in Lleida, and is dated in Lleida on September 19, 2026.

A single wind turbine and a budget of 4.87 million

The project provides for an electrical generation installation of wind origin with the following technical characteristics:

• A single wind turbine with a unit capacity of 5.73 MW, with a total installed capacity of 5.73 MW.
• Three blades with a diameter of 158 meters and a hub height of 120.90 meters.
• 30 kV underground interconnection lines.
• Location in UTM ETRS coordinates (X=287,649, Y=4,582,305), in the municipalities of Maials and Seròs.
• Total budget for the installation: 4,877,765.90 euros.

The declared purpose is the production of electricity by harnessing wind energy and its evacuation to the electrical grid.

Evacuation to the Ascó substation

The 30 kV underground lines reach the collector substation SET Basses Roges 1 (132/30 kV). Only this part of the evacuation infrastructure is the subject of the current file; the rest of the infrastructure up to the connection point is processed in other projects:

The connection point is the SET Ascó 400 kV, owned by Red Eléctrica.

Project consultation and period for allegations

The executive technical project, the specific action project, and the environmental impact study can be examined at the offices of the Energy Section of the Department’s Territorial Services in Lleida, at Carrer Camp de Mart, 35, and on the notice board of the Generalitat de Catalunya. Allegations may be submitted preferably electronically, indicating the file number in the subject line, and addressed to the Territorial Services in Lleida of the aforementioned Department.

• Deadline: 60 days starting from the day after the publication of the announcement.
• In-person consultation: by appointment via telephone at 973 24 66 50, from 9 am to 2 pm.
• Affected procedures: prior administrative and construction authorization, authorization of the specific action project of public interest on non-urbanizable land, and environmental impact assessment.

The applicable legislation includes Law 24/2013 on the electricity sector; Royal Decree 1955/2000 on authorization procedures for electrical installations; Decree-Law 16/2019 on urgent measures for the climate emergency and the promotion of renewables; Decree-Law 24/2021 and Decree-Law 5/2022; Law 21/2013 on environmental assessment, and Catalan urban planning and landscape regulations.

The publication gives voice to the territory regarding an energy project located on non-urbanizable land that affects two municipalities of Segrià and is integrated into a larger set of evacuation infrastructures towards Ascó. Affected residents and entities have 60 days to examine the file and submit allegations before the authorizations are resolved.
