Paradas appoints Ternero Vera as councilor with exclusive dedication

The Paradas City Council has agreed to appoint Alejandro Ternero Vera as a council member in a paid position with exclusive dedication, effective as of September 14, 2026. The decision, adopted through Resolution No. 759/2026, dated September 1, is published in the Official Gazette of the Province of Seville number 172, dated September 4, 2026 (page 51), with reference BOP-SE-2026-172016.

The agreement is signed by the mayor-president, Rafael Cobano Navarrete, exercising the powers conferred by Article 21 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, and is certified by the acting secretary, Antonio Vicente Bustos Cabello.

Regulatory and Budgetary Framework

The appointment is based on the execution bases of the municipal budget for the 2026 fiscal year, which include remuneration with exclusive dedication for members of the corporation and have credit available in the corresponding budgetary application. It is further supported by Article 75.1 of Law 7/1985, which regulates the receipt of remuneration by members of local corporations when they perform their duties with exclusive dedication.

The Mayor’s Office acts in accordance with the competencies attributed in Article 21.1, letters a), f), and s), of the aforementioned law.

• Appointment of Alejandro Ternero Vera to the position with exclusive dedication, effective as of 09/14/2026.
• Order for the necessary procedures for registration in the General Social Security Regime.
• Declaration of incompatibility of the remuneration with others charged to the budgets of public administrations and dependent entities, organisms, or companies, as well as with the development of other activities, under the terms of Law 53/1984, of December 26, on Incompatibilities of Personnel in the Service of Public Administrations, pursuant to Article 75.2 of Law 7/1985.
• Notification of the resolution to the interested party and to the Human Resources and Audit services.
• Publication of the agreement in the Official Gazette of the Province and on the corporation’s Electronic Notice Board, available on the Electronic Office of the Paradas City Council.

Relevance for the Corporation

The measure consolidates the remunerative composition of the governing team of Paradas, incorporating a new member with exclusive dedication and Social Security registration. The incompatibility regime ensures that the council member does not receive other public remuneration nor engage in incompatible activities, in line with state regulations on incompatibilities for personnel in the service of public administrations.
