Parada de Sil suplementa crédito para a Casa do Chocolate

The Parada de Sil City Council has finalized credit modification 22/2026 of the current 2026 Budget, in the form of a credit supplement, for an amount of €6,000.00 destined for the acquisition of food products for the Casa do Chocolate Museographic Collection. The final approval was published in the Official Gazette of the Province of Ourense on September 11, 2026, in the Local Entities section, under reference R. 2.174.

The agreement was initially approved by the municipal Plenary in the ordinary session on July 30, 2026. The announcement of the initial approval appeared in the Official Gazette of the Province no. 155 on August 17, 2026 and, after the exhibition period elapsed without any objections being presented, the agreement was automatically elevated to final.

Financing with Treasury Surplus

The credit supplement is financed entirely from the liquid Treasury surplus, without the need to resort to new debt or higher revenues. The operation is structured in a double budgetary movement:

  • Expenditure application 333.22105 — Food products. Casa do Chocolate Museographic Collection: €6,000.00
  • Revenue application 870 — Treasury Surplus: €6,000.00

The total amount of the supplement amounts to €6,000.00, balanced between expenditures and revenues.

The modification is processed under Article 169.1, by referral of Article 177.2, of Royal Legislative Decree 2/2004, of March 5, which approves the revised text of the Law regulating local finances. A contentious-administrative appeal may be filed directly against the agreement in the form and within the periods established in Articles 25 and following of Law 29/1998, of July 13, regulating the contentious-administrative jurisdiction, pursuant to Article 113 of Law 7/1985, of April 2, regulating the bases of the local regime, and Article 171 of the aforementioned revised text.

The filing of the appeal does not by itself suspend the effectiveness of the contested act or agreement, according to the provisions of Article 113.3 of Law 7/1985 and Article 171.3 of Royal Legislative Decree 2/2004. The agreement is signed by the mayor, Aquilino Domínguez Díaz.

Impact for the Municipality

The allocation of 6,000 euros to the Casa do Chocolate Museographic Collection reinforces the council’s capacity to maintain and expand its museum and cultural offering, one of the axes of tourism revitalization in Parada de Sil. Since it is financed with a Treasury surplus, the measure does not compromise the budgetary balance nor increase municipal indebtedness, allowing a current expenditure need to be met without altering the tax pressure on residents.
