Pancorbo regulates the rental of electric bicycles with rates and deposit.

The Plenary of the City Council of Pancorbo approved on 28 July 2026 the regulatory agreement on the terms and public prices for the provision of the municipal electric bicycle rental service. The regulation has been published in the Official Gazette of the Province of Burgos (reference BOPBUR-2026-03355) and will apply from the day following its publication.

Pancorbo, as part of the Garoña Tourism Sustainability Plan (PSTD Garoña), promotes this service as an alternative to combustion vehicles, taking advantage of the improvement of the natural trails connected to said plan. The agreement is adopted in exercise of the powers conferred by articles 41 to 47 and 127 of the consolidated text of the Law regulating Local Finances (Royal Legislative Decree 2/2004, of 5 March) and is signed by the mayor, Javier Vicente Cadiñanos Gago.

Fees and deposit

The public fee accrues at the time the advance reservation is requested, and the rates include 21% VAT. Two individual and two group options are available:

• Half-day rental (4 hours): 12.50 euros.
• Full-day rental: 20.00 euros.
• Groups of 3 or more people, half day: 10.00 euros per person.
• Groups of 3 or more people, full day: 15.00 euros per person.

In addition, each user will pay a single deposit of 30.00 euros per electric bicycle at the time of booking, which will be refunded after verifying that the equipment is in good condition, generally on the next working day following the successful inspection.

Booking and operation of the service

Bookings are managed through the Burgos Rural Market platform (www.burgosruralmarket.es), hosted on the town council’s website, where the size and number of bicycles are chosen and the name, email address and ID card or passport are provided. Payment is electronic; the system sends a confirmation by email, and cancellations made up to 24 hours before the start of the rental are entitled to a full refund.

Adults may contract the service; minors may use it under the supervision of a responsible adult, with a helmet being mandatory for those under 16 years of age. The route is limited to the municipal area of Pancorbo, the connection points with nearby municipalities and the surroundings of the Montes Obarenes-San Zadornil natural park, always along signposted trails. The service will be available on weekends in March and April and from Monday to Sunday between May and November, according to the schedule published on the platform.

User duties and sanctioning regime

Users must wear approved helmets and reflective vests when conditions require it, return the bicycle at the pickup point and assume delay charges: 50% of the contracted global rate for each hour or fraction of delay and €6.00 per hour outside the contracted schedule. In case of loss or theft, the report must be filed within a maximum of four hours with the Civil Guard or the Local Police, delivering a copy to the city council within the following ten hours. Non-compliance with the ordinance is penalized with fines of:

• €50 to €750, minor infractions.
• €751 to €3,000, serious infractions.
• €3,001 to €6,000, very serious infractions.

The agreement consolidates Pancorbo as a benchmark for sustainable mobility within the framework of the PSTD Garoña, offering residents and tourists a comfortable way to travel the natural trails and helping to reduce pollution and noise in the environment. The resolution may be appealed through administrative litigation before the Administrative Litigation Chamber of the High Court of Justice of Castilla y León, based in Burgos, within a period of two months.
