Pancorbo leases its dryland rural estates for five agricultural seasons

The Pancorbo City Council has announced the leasing of the agricultural use of its patrimonial rural estates, specifically dryland crop plots, through the modalities of competitive bidding and direct award. The call is published in the Official Gazette of the Province of Burgos no. 180, corresponding to Tuesday, September 22, 2026, in section III. Local Administration, pages 68 and 69, with the official reference BOPBUR-2026-03990 and file number 187/2026.

The call is made in accordance with the resolution of the Mayor’s Office of Pancorbo dated September 15, 2026, signed by Mayor Javier Vicente Cadiñanos Gago. The contract is private in nature and its purpose is the leasing of the agricultural use of rural real estate assets of a patrimonial nature, with a duration of five agricultural campaigns: 2026-27, 2027-28, 2028-29, 2029-30, and 2030-31.

Two award methods based on plot area

The procedure is divided into two distinct regimes depending on the characteristics of each estate. On one hand, general rural estates with an area greater than 1.00 hectare, as well as rural estates located in the Bilbaoport area and the Los Hoyos industrial estate, are processed via competitive bidding, with several award criteria and ordinary processing.

On the other hand, general rural estates with an area of less than 1.00 hectare and the so-called “lost lots” (lotes de perdidos) are awarded directly. The department processing the file is the City Council’s Secretariat.

Budget, guarantee, and file documentation

The economic figures for the tender are as follows:

• Base tender budget: total amount for the lots of 23,999.83 euros per campaign.
• Provisional guarantee: 3% of two campaigns, amounting to 1,222.92 euros.
• Advertising costs: to be borne by the successful bidder.
• Specific requirements for the bidder: those listed in the specific conditions document.
• Documentation to be submitted: that which is detailed in the specific conditions document.

Fifteen calendar days to submit offers

The deadline for submitting bids or requests for participation is fifteen calendar days starting from the day following the publication of the announcement in the Official Gazette of the Province of Burgos, until 2:00 PM. The announcement itself specifies that, if that day were a Saturday or Sunday, the deadline would be moved to Monday. With the publication on September 22, the closing date is set for October 7, 2026.

Bids are to be submitted at the Pancorbo City Council. The opening of the proposals will be carried out as detailed in the specific conditions document, which also contains the remaining information of interest regarding the procedure.

The call directly affects farmers in Pancorbo and its surroundings, who have five campaigns to ensure the utilization of dryland plots within the municipal district. The distribution combines competitive bidding for the larger estates and lands near Bilbaoport and the Los Hoyos industrial estate with direct awarding for the smaller plots and lost lots, facilitating access for smaller-scale operations.
