Pancorbo provisionally approves the new terrace fee and opens a period for objections.

The Plenary of the Pancorbo City Council, in a session held on 28 July 2026, agreed to the provisional approval of the amendment to the fiscal ordinance regulating the private use or special enjoyment of local public domain through terraces, as well as the corresponding fee. The agreement was published in the Official Bulletin of the Province of Burgos number 151, of 12 August 2026, with the official reference BOPBUR-2026-03338, within the Local Administration section.

The decision directly affects bars, restaurants and other hospitality establishments in the municipality that occupy public thoroughfares with tables, chairs or auxiliary elements, by updating the regime of the fee that levies such occupation of local public domain.

A procedure under the Law on the Bases of Local Government

The amendment is processed in accordance with the provisions of Article 49 of Law 7/1985, of 2 April, regulating the Bases of Local Government, which establishes the procedure for approving and modifying local ordinances. The next step in the procedure is the public inspection of the file, which will allow affected citizens to view the draft text before its final entry into force.

  • The adopted agreement constitutes provisional approval.
  • The draft ordinance may be examined at the Secretariat of the Pancorbo City Council.
  • If no objections are submitted, the approval shall be considered final.

Thirty working days to submit representations

The notice opens a period of public information of 30 working days, counted from the day after its publication in the Official Bulletin of the Province. During this period, any natural or legal person may examine the file and submit such objections and suggestions as they deem appropriate.

  • The period begins on 13 August 2026.
  • Both residents and interested entities and groups may participate.
  • Representations shall be submitted to the Secretariat of the City Council.

Publication of the draft and hearing for those affected

The text of the draft must be published on the city council’s web portal (www.pancorbo.es), on its electronic office (https://pancorbo.sedelectronica.es) and on the municipal notice board. This dissemination period will begin at the same time as the public information period in the bulletin and will end with it, in order to give a hearing to the affected citizens and to gather any contributions that other persons or entities may make.

In accordance with Article 49.2, in fine, of Law 7/1985, if no objection is made once the public inspection period has elapsed, the plenary agreement shall be considered definitive without the need for a new ruling by the Plenary. The document is signed in Pancorbo on 28 July 2026 by the Mayor, Javier Vicente Cadiñanos Gago.

The modification of the terrace ordinance is one of the decisions with the greatest direct impact on Pancorbo’s economic activity, since it conditions the cost and conditions of use of a public space essential for local hospitality. Bars and restaurants must follow the procedure and, if applicable, submit their objections within the deadline, before the new regulation is finally approved.
