Pamplona initially approves the affordable housing plan for Etxabakoitz Norte
Por FactBox Admin

The Local Government Board of the Pamplona City Council initially approved, on September 21, 2026, the Special Urban Action Plan-Affordable Housing Plan for Echavacoiz Norte, promoted by the council itself, and agreed to submit it for public information and hearing for a period of one month. The agreement, identified as JOB 21-SEP-26 (15/UV), is published in the Official Gazette of Navarra number 200, dated October 8, 2026, on page 35705, within the announcements organized by locality.
The file responds to the purpose of “achieving decent and adequate housing for all people in sustainable, healthy, and inclusive urban environments,” as stated in the agreement itself. The processing complies with Article 72 of the Legislative Foral Decree 1/2017, of July 26, which approves the Recast Text of the Foral Law on Land Use and Urban Planning, the regulation that governs the public information of urban planning instruments in Navarra.
From the technical assistance tender to the submitted document
The origin of the plan lies in the municipal need to tender technical assistance to draft a detailed planning modification for the endowment plots III-6 and III-7 of the Integrated Unit UI XX of Echavacoiz Norte of the Pamplona Municipal Plan. To award the small-value contract, four teams were invited by email and, among the offers received, the one from Loperena Portillo Arquitectos SL was selected, composed of architects Luis Turiel Díaz, managing partner of LParq, Mikel Zabalza Zamarbide, and Ruth Marín Lorente.
On September 18, 2026, the professional team Loperena-Portillo Arquitectos SL submitted, under registration number 2026/90436, the documentation of the Special Urban Action Plan for its initial approval. The file includes the report from the Planning Service and the report from the director of the Legal Advisory Office of the Municipal Urban Planning Management, both dated September 18, 2026.
Prior citizen participation
Prior to the initial approval, a citizen participation process was carried out:
- On February 4, 2026, an information session for citizens was held at the Nicasio de Landa Public School.
- During the process, suggestions and contributions from neighbors were received.
- Their analysis is included in Annex I, titled “Evaluated conclusions of the participation process.”
Public information and exhibition of the file
The agreement of the Local Government Board orders the document to be submitted for public information and hearing for one month, starting from the day following its publication in the Official Gazette of Navarra, during which period any written allegations deemed appropriate may be submitted. Furthermore, it is provided:
- Publish the announcement in the Official Gazette of Navarra, on the municipal notice board, and in the newspapers published in the Chartered Community of Navarra.
- Display the file at the Municipal Urban Planning Management, located at avenida del Ejército / Armada Etorb. 2, 6th floor, 31002 Pamplona-Iruña, during public office hours.
- Facilitate consultation via the electronic office of the Pamplona City Council, in the section for public participation in regulatory projects.
Pending procedures until final approval
The agreement also provides for requesting the necessary reports to be incorporated into the administrative file. For final approval, the document must comply with the format and presentation requirements of Foral Decree 253/2019, of October 16, for the purposes of its incorporation and registration in the Navarra Planning Registry. Finally, it is ordered to notify the drafting team, Loperena-Portillo Arquitectos SL, of the agreement. The announcement is signed by the mayor, Joseba Asiron Saez.
The initial approval opens a one-month period for citizen objections regarding an instrument that specifies the municipal affordable housing policy in northern Echavacoiz, an area where the council has already promoted a planning modification for endowment plots. Residents and interested groups thus have a fixed period to examine the document and submit observations before the plan returns to the local governing body for final approval.
