Pals opens 10,000 euro grants for cultural entities

The Pals City Council has published in the Official Gazette of the Province of Girona (BOP no. 166, of August 28, 2026) the extract of the agreement of the Local Government Board of July 29, 2026, which calls for grants under a competitive bidding process for cultural entities and associations for the year 2026. The call, with a maximum budget of 10,000.00 euros, is published with the official reference BOP-2026_0_166_7625 and the identification number BDNS 926354.

The deadline for submitting applications begins the day after publication in the BOP and ends 10 business days later, meaning that interested entities have a short window to formalize their candidacy electronically through the City Council’s Electronic Office.

Purpose and beneficiaries

The purpose of the call is to finance cultural projects and activities developed during the 2026 financial year by non-profit entities and associations registered in the Municipal Registry of Entities of Pals. The specific regulatory bases were approved by the Plenary on May 28, 2026 (file 695/2026) and published in BOP no. 110, of June 10, 2026.

To apply, entities must meet, among others, the following requirements:

  • Be legally constituted and registered in the Municipal Registry of Entities at the time of application.
  • Carry out activities of general interest in the municipality.
  • Have duly justified the grants awarded in previous editions.
  • Be up to date with tax obligations to the City Council, the State, and Social Security.
  • Not incur any of the prohibitions of articles 13.2 and 13.3 of Law 38/2003, the general law on subsidies.

Evaluation criteria

Applications will be evaluated according to objective scoring criteria, with a minimum of 15 points required to obtain beneficiary status. The evaluation blocks are as follows:

  • Number of members of the entity (up to 8 points).
  • Number of annual activities in the municipality (up to 8 points).
  • Participation in activities organized or promoted by the City Council (up to 10 points).
  • Representation and promotion of the municipality outside the municipal boundaries (up to 5 points).
  • Degree of self-financing of the proposals (5 points).
  • Innovation and interest of the activity (up to 8 points).

A qualifying commission will determine the amount awarded to each project through a proportional distribution system by points, based on the grants requested and the available credit.

Expenses and justification

Eligible expenses include the acquisition of consumable materials, movable assets linked to the activity, advertising, equipment rental, contracting of external services and shows, relocation of municipal infrastructure, and maintenance of own premises. Conversely, construction works and investments, interest and penalties, recoverable VAT, expenses for alcoholic beverages, and activities directed solely at members are not eligible.

Justification shall be carried out via a justification account: the simplified one for grants up to 3,000 euros, and the ordinary one for higher amounts. Documentation must be submitted within a maximum period of one month from the completion of the activity and, in any case, before January 15 of the year following the grant.

The agreement, signed by Mayor Carles Pi Renart on August 7, 2026, exhausts the administrative route, with the possibility of an optional appeal for reversal before the Mayor or a contentious-administrative appeal before the Contentious-Administrative Court of Girona. The call represents a direct opportunity for the cultural associative fabric of Pals, which has less than two weeks to submit its proposals and opt for municipal funding that rewards participation, innovation, and the projection of the municipality.
