Palma appoints Cristina Chinchilla Bauzà as Director General of Health and Consumption

The Palma City Council has appointed Cristina Chinchilla Bauzà as Director General of Health, Consumption, Markets, and Fairs of the Area of Public Function, Citizen Security, Civility, Natural Environment, Healthy Environments, and Markets. The agreement was adopted by the Local Governing Board in the session of September 2, 2026, under number SEFYCU 4710752, and is published in the Official Gazette of the Balearic Islands (BOIB) no. 117, of September 19, 2026, in Section II, first subsection, edict 9298, p. 50605. The appointment takes effect from September 2, 2026.

The decision appears in the same issue of the gazette that formalizes the handover of the general directorate of Health, Consumption, Markets, and Fairs, one of the key executive positions of the municipal area that groups public function, citizen security, civility, natural environment, healthy environments, and markets. The appointment is published in Section II, dedicated to authorities and personnel, within issue 254 of the official journal.

An appointment effective from September 2

The agreement of the Local Governing Board is detailed in six points and sets the conditions of the position:

• Appointment of Cristina Chinchilla Bauzà as Director General of Health, Consumption, Markets, and Fairs, effective from September 2, 2026.
• Exemption of the position from the requirement to be appointed from among career civil servants of the State, autonomous communities, local entities, or those with national qualification of subgroup A1.
• Working day of 40 hours per week.
• Remuneration as determined in the current Expenditure Budget for general directors and coordinators and agreements of the Plenary.
• Notification to the interested person and to the corresponding area’s department, and publication of the agreement in the BOIB.

Requirements, working day, and continuity of executives

The exemption from the career civil servant requirement is based on Article 47 of the Organic Regulation of the Government and Administration of the Palma City Council. The text adds that, to ensure the functioning of the municipal Administration, all coordinators and general directors appointed by the Governing Board will continue in their positions despite the expiration of the Corporation’s mandate, without termination occurring automatically and without prejudice to the decision that the new Governing Board may subsequently take.

The appointment will be effective once the interested person has taken office before the Councilor of the Area of Public Function, Citizen Security, Civility, Natural Environment, Healthy Environments, and Markets and has submitted the responsible declaration of suitability to the Provision and Planning Service.

Handover at the head of the health and consumption area

The appointment of Chinchilla Bauzà completes the handover of the general directorate. The same BOIB no. 117 publishes, via edict 9297 on page 50608, the agreement of the Local Governing Board of September 2, 2026 (SEFYCU 4710744) which accepts the resignation of Maria del Carmen Esparza Morales as general director of Health, Consumption, Markets and Fairs and dismisses her from her duties. The effective date of the dismissal was set as of August 15, 2026, with August 14, 2026, as the last day of active service, and the agreement expresses gratitude for the services rendered.

Processing and appeals

The agreement exhausts the administrative route. Interested parties may file an optional appeal for reversal within one month before the same body that approved it, in accordance with Article 123 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations. If this appeal is not filed, a contentious-administrative appeal may be presented directly before the Contentious-Administrative Court within two months starting from the day after publication in the BOIB, according to Law 29/1998, of July 13.

The document is signed in Palma with an electronic signature date of September 7, 2026, by the head of the Planning and Provision service, Raquel Cucarella Ribera, by delegation of Mayoral Decree no. 3000, of February 26, 2014 (BOIB no. 30, of March 4, 2014).

The appointment ensures the continuity of a general directorate that manages health, consumption, markets and fairs in the most populated municipality of the Balearic Islands, areas with direct competencies over commercial activity, public health and market spaces.
