Palma removes the Son Campos-Bisbe Massanet connection from the PGOU

The Plenary of the Palma City Council, in the session of June 25, 2026, definitively approved the specific modification of the General Urban Development Plan (PGOU) that eliminates the provision in the current planning for the opening of the connection between Son Campos and Bisbe Massanet streets. The agreement, processed under file PA2023-0001 by the Planning Department, organizes the land according to the actual executed situation and the urban planning of the immediate surroundings. The resolution is published in the Official Gazette of the Balearic Islands (BOIB) no. 113, of September 10, 2026, in Section I of general provisions.

The modification was initially approved by the Plenary on November 27, 2025, based on a project drafted by the ENVIRONMENTAL AND TERRITORIAL ANALYSIS OFFICE (GAAT), with registration date 07/18/25 and no. 94335. The document was submitted for public review for thirty days, with publication in BOIB no. 6, of January 13, 2026, and on the electronic board of the Corporation’s electronic headquarters between 01/09/2026 and 02/23/2026, without any allegations being presented.

Processing and mandatory reports

During the processing, several reports were requested and received that conditioned the final drafting of the document:

• Report from the Insular Commission for Land Use and Urban Planning, approved by agreement on January 30, 2026, issued with considerations, to which the Planning Technical Services (04/01/26) and the Planning Legal Service (04/09/2026) responded.
• Report from the Directorate General of Emergencies and Interior, of 04/13/2026, of a favorable nature.
• Report from the Technical Equality Unit, of 12/29/2025, which did not consider the gender impact assessment report mandatory, although it recommended ensuring a good state of conservation of Son Campos street to increase the perception of security.

On 04/30/2026 (no. 65290), a new version of the modification was submitted by the interested party, Antonio Borrull Cubo, which coincides with the one initially approved with the only change being the wording of section V “Social Report”, to incorporate the recommendations of the Technical Equality Unit. The changes introduced, which are not considered substantial, are detailed in an annex to the agreement.

Content and scope of the agreement

The agreement definitively approves the written part presented by the GAAT (Descriptive Report, Justification Report, Zoning and Ordinances, Economic Studies, Social Report, Annex I and Annex II) and the graphic part already initially approved. It also excludes the modification from the strategic environmental processing, according to the technical environmental report of 06/15/23.

Furthermore, the agreement provides for the transfer of the approved documentation to various organizations:

• Government Delegation, Insular Council of Mallorca and Government of the Balearic Islands, within fifteen days from the adoption.
• Directorate General of Civil Aviation, in accordance with additional provision second.6 of Royal Decree 2591/1998.
• Ministry of Defense, according to article 30 of Royal Decree 369/2023, of May 16.
• PGOU Review Office and the Public Lighting Service, to address the recommendations on the conservation of Son Campos street.

Impact on the neighborhood

With this approval, Palma definitively renounces opening a new road connection between Son Campos and Bisbe Massanet streets, and adjusts the planning to the urban reality already executed. The decision, which received no objections during the public exhibition, closes a file open since 2023 and conditions the mobility and planning of the neighborhood’s immediate surroundings, while establishing conservation and safety criteria for the affected road.
