Pallejà puts seven stalls of the Monday merchants' market out to tender
Por FactBox Admin

The Pallejà City Council has opened the competition to award seven vacant stalls in the non-sedentary market held every Monday on Onze de Setembre de 1714 Avenue. The call was approved by the Local Government Board in an ordinary session on October 22, 2026, and is published in the Official Gazette of the Province of Barcelona (BOPB) on November 3, 2026, with the reference CVE 202610159270. Interested vendors have 20 calendar days from the day after publication to submit their application.
The procedure is resolved under a competitive bidding regime and is governed by the regulatory bases approved by the Municipal Plenary on March 26, 2026, which establish the evaluation criteria in base 12. The regulatory framework includes Decree 162/2015, of July 14, on non-sedentary sales in vendor markets, Law 18/2017, of August 1, on trade, services, and fairs, and the municipal ordinance on non-sedentary sales and markets, approved by the Plenary on July 31, 2025. The agreement bears the signature of the mayor, Ascensión Ratia Checa, dated October 26, 2026.
Seven spaces with limited measurements
The call provides seven vacant spaces, with different maximum authorizable linear meters depending on the stall:
- Space A: 12 meters
- Space B: 7 meters
- Space C: 7 meters
- Space D: 10 meters
- Space E: 12 meters
- Space F: 10 meters
- Space G: 12 meters
Only activities from the sectors and subsectors listed in the announcement can be awarded. Regarding food, this includes fruit and vegetables, olives and preserves, catering (prepared food for takeout and mobile cafeterias), churros, rotisserie and roast chicken, bread and pastry, deli, cheeses and wines, salted fish, legumes and cereals, and ice cream and sweets. Stalls for personal equipment (sports textiles, footwear, cosmetics and perfumery, costume and fine jewelry), home equipment (plants and flowers, kitchen utensils and small appliances), services (shoe repair and clothing alterations), and other products (books and comics, toys and sports articles) are also permitted.
Requirements and guarantees to compete
Natural or legal persons legally constituted and with full capacity to act, who are not subject to prohibitions on contracting with the Administration, may participate. The main requirements are:
- Be registered under the appropriate heading of the tax on economic activities and up to date with the payment of the fee.
- Be registered with the corresponding Social Security scheme, both the owner and the contracted workers.
- Have civil liability insurance with a minimum coverage of 300,000 euros.
- Comply with the regulations on hygiene and food handling when the products so require.
- Provide proof of residence and work permits, in the case of non-EU traders.
Each applicant may only submit one application per authorization, and only one will be awarded per interested party and per market day. Documentation must be submitted to the General Registry at Carrer del Sol, 1, with the standardized form, a report on the stall, the NIF, the IAE registration certificate, and photographs of the stall.
Deadlines, amendments, and two-year pool
The submission deadline is 20 calendar days from the day after publication in the BOPB, and applications submitted outside the deadline or by an unforeseen means will not be admitted. If the documentation is incomplete, the City Council will require the interested party to amend it within 10 business days; if they fail to do so, it is understood that they withdraw. Once the candidacies have been evaluated, the evaluation commission proposes the award and the Mayor’s Office resolves.
Participants who achieve a minimum score of 15 points and are not awarded a spot will enter a pool intended to cover vacancies that arise during the following two years, ordered by score and differentiated by sectors and subsectors. The deadline to resolve the procedure is four months from the publication of the agreement; if there is no express resolution, the applications are understood to be rejected in accordance with Law 39/2015. The acts of the procedure are published with notification effects in the BOPB and on the municipal notice board, and once the stall has been awarded, no changes in the range of products are permitted.
The call for applications is the means to fill seven vacant spots in a consolidated weekly market and provides traders with a competitive framework with explicit scoring criteria, a required civil liability guarantee, and a pool that provides continuity to the waiting list for two years.
