Palencia opens the public information period for the public utility of the Villaumbrales wind farm

The Territorial Service of Industry, Commerce, and Economy of Palencia, under the Ministry of Environment and Energy of the Junta de Castilla y León, has opened for public consultation the request for recognition, specifically of public utility, of the «Villaumbrales» wind farm. The announcement is published in the Official Gazette of Castilla y León number 179, dated September 15, 2026, and opens a period of 30 business days to submit allegations.
The declaration of public utility, requested by the developer Parque Eólico El Umbral S.L. (CIF B24739179), implies the necessity of occupying the affected assets and urgent occupation for the purposes of Article 52 of the Compulsory Expropriation Law. The case file is 34/ATCE/25.
A 43.8 MW project with six wind turbines
The «Villaumbrales» wind farm will be located within the municipal boundaries of Becerril de Campos, Perales, and Villaumbrales (Palencia), with an installed capacity of 43.8 MW. Its final technical characteristics are as follows:
- 6 NORDEX 175 wind turbines with a nominal power of 7.3 MW, with a hub height of 119 m, a rotor diameter of 175 m, and a total height of 206.5 m.
- An underground medium-voltage network of 30 kV interconnecting the wind turbines with the transformer substation SET Común Eólica 30/132 kV.
- A transformer substation for the evacuation of the generated energy.
The processing project dates from September 2025, with visa number 20250338 from the Official College of Industrial Engineers of León, and includes a modification from May 2026.
A long administrative journey
The procedure began on July 23, 2024, when the Territorial Service granted the prior administrative and construction authorization, published in the B.O.C. y L. number 168, dated August 29, 2024 (page 30), and in the Official Gazette of the province of Palencia on September 13, 2024.
Subsequently, on September 4, 2025, the developer requested a modification of the construction authorization motivated by the appearance of new, more efficient wind turbine models, changing from 8 SG-170 turbines of 6.0-6.6 MW to 6 NORDEX 175 turbines of 7.3 MW. The request for the declaration of public utility was submitted on December 10, 2025.
Dozens of affected plots and period for allegations
Annex I of the announcement lists the affected assets and rights of natural persons, with dozens of rural plots in the three municipalities affected by flight easements, medium-voltage trenches, foundations, roads, and platforms. Annex II includes a plot belonging to the Railway Infrastructure Administrator (ADIF) in Villaumbrales.
Interested parties may examine the projects at the offices of the Territorial Service, at Avda. Casado del Alisal, no. 27 in Palencia, from 9 a.m. to 2 p.m., as well as on the website www.energia.jcyl.es. This announcement is also made for the purposes of articles 44 and 45 of Law 39/2015, of October 1, on Common Administrative Procedure, for cases in which individual notification could not be carried out. The document was signed in Palencia on September 7, 2026, by the Technical Secretary, Manuel Torres Granados.
The resolution of this file will determine whether the Villaumbrales wind farm can proceed toward construction, a project that directly affects the owners of dozens of rural estates in the Palencia region, whose lands could be urgently expropriated or occupied. For the residents of Becerril de Campos, Perales, and Villaumbrales, the period for submitting allegations is the last opportunity to assert their rights before the occupation of their plots is consolidated.
