Por FactBox Admin

The Palencia City Council has approved the regulatory bases and the call for financial aid intended for the recovery of vacant commercial premises during the year 2026, with a total allocation of 10,000 euros. The call, promoted by the Area of Economic Impulse, Management of European Funds and other Public Administrations, is published in the Official Gazette of the Province of Palencia number 103, dated August 28, 2026, with reference BDNS 925989.
The summary of the call, approved by Mayoral Resolution of August 20, 2026, is published in accordance with articles 17.3.b and 20.8.a of the General Subsidies Law 38/2003, of November 17. The grants are awarded on a non-competitive basis and are financed from the Municipal Budget for the 2026 fiscal year, under budget application 2026/1/43300/47905.
Two incentive modalities
The grants are structured into two modalities, aimed both at those opening a business and at the owners of vacant premises:
- Modality 1. Incentive for occupying vacant premises: 720 euros per application, for natural or legal persons who have started their business in a leased vacant ground-floor premise or equivalent in the municipality of Palencia from September 20, 2025, until October 30, 2026.
- Modality 2. Incentive for storefront decoration: up to a maximum of 430 euros per application, for owners of vacant commercial premises who decorate the storefront with vinyls or other graphic elements authorized by the City Council, designed to beautify it with messages that promote the choice of that location to establish a business.
Requirements and application deadline
The grants are aimed at promoting the occupation of vacant commercial premises located on the ground floor or equivalent within the municipal district of Palencia during 2026, provided they meet the general requirements established in the General Subsidies Ordinance of the Palencia City Council, published in the BOP on August 11, 2006.
The application period begins the day following the publication of the summary in the BOP and ends on October 30, 2026, or when the enabled budget availability is exhausted. Applications must be submitted electronically through the Electronic Office of the Palencia City Council, in accordance with article 14 of Law 39/2015, of October 1, on the Common Administrative Procedure.
Where to find information
The full terms and conditions, standardized application forms, and annexes are available on the municipal website of the Palencia City Council. For any inquiries, interested parties may contact the Local Development Agency of the Palencia City Council, at Plaza Inmaculada 8, telephone 979 706 430, and email desarrollo@aytopalencia.es.
The call for applications, signed on August 21, 2026, by the delegated councilwoman of the area, Ms. Judith Castro Gómez, seeks to give a second life to vacant commercial ground-floor premises in the capital and attract entrepreneurs who wish to establish themselves in the urban center.
Impact on local commerce
With a modest budget but agile processing and without competitive bidding, these grants aim to incentivize both the opening of new businesses and the aesthetic upkeep of empty shop windows, a key factor for the vitality of Palencia’s commercial streets. The measure directly benefits entrepreneurs starting their activity and property owners who wish to make their premises more attractive to future tenants, within a context of reactivating local commerce.
