Palanques submits its municipal forest fire plan for public consultation

The Palanques City Council has opened the municipal Forest Fire Plan for public review, a document that will remain on display for twenty days so that any natural or legal person may examine it and submit allegations. The announcement, signed by Mayor Lucía Martí Adell on September 22, 2026, is published in the Official Gazette of the Province of Castellón no. 115, dated September 24, 2026, with the reference 04175-2026-U.

The text submitted for review is the “MUNICIPAL FOREST FIRE PLAN OF PALANQUES-CASTELLÓN (PAM.IF)”, drafted and signed by Asssitencia Tecnica Goblal S.L., as literally stated in the announcement itself. This process responds to the obligation of municipalities located in high forest risk areas to have prevention instruments in place, in accordance with Law 3/1993, of December 9, Forestry Law of the Valencian Community, a regulation that the provincial gazette invokes in similar procedures published this same month.

The file is deposited at the municipal offices and can be consulted during office hours, as well as electronically at the Palanques Electronic Office, through its Transparency Portal, in section 2. REGULATIONS, subsection 2.5 “Documents submitted for public information”.

Twenty days to submit allegations

• Deadline: twenty (20) days, counted from the day following the publication of the announcement in the Official Gazette of the Province of Castellón.
• Standing: any natural or legal person.
• Purpose: to examine the file and formulate any allegations deemed appropriate.
• In-person consultation: offices of the Palanques City Council, during office hours.
• Electronic consultation: Palanques Electronic Office, Transparency Portal, section 2.5.

The announcement does not detail the technical content of the plan nor its budget, meaning that consulting the full file is the only way to learn about the planned measures. Nor does it specify the number of allegations already registered or the calendar for final approval following the exhibition period.

An announcement headed as PTM public information

The document is titled “ANNOUNCEMENT PUBLIC INFORMATION PTM”, although its content refers to the forest fire plan and not to the Municipal Territorial Emergency Plan. The signature belongs to the mayor, Lucía Martí Adell, and the announcement is dated in Palanques on September 22, 2026, two days before its publication in the provincial gazette.

Other municipalities process similar plans

The provincial gazette has published equivalent procedures in other city councils of the province in recent weeks, several of them linked to the 2026 Municipal Strategic Fund for Fire Prevention and Forest Management:

• Benafigos, with notification to the owners of lands affected by the fund’s actions (file PIFFE/2026/079/12).
• Cortes de Arenoso, with public information regarding perimeter strips at the urban-forest interface.
• Caudiel, with the opening of firebreak areas in accordance with its local prevention plan.
• Ludiente, which presented its Municipal Territorial Emergency Plan and its action plan against the risk of fires.
• Benicarló, with the organization of work on forest and agricultural lands.

The 2026 call for this fund was resolved through the direct granting of subsidies to the city councils of the Valencian Community with an approved local prevention plan, according to the announcements published in the same bulletin.

The public exhibition is the procedure that allows neighbors, owners, and entities to review the content of the plan before its final approval, so that allegations submitted within the deadline can modify the document that will govern the prevention and response to forest fires within the municipal district.
