Palamós tenders four sales stalls at the municipal market once again

The Palamós and Sant Joan City Council has approved the specifications for the second tender for the award of the public domain concessions for the vacant sales stalls of the Palamós Municipal Market and the start of the selection process for the concessionaires through an open procedure. The resolution was adopted by Mayoral Decree no. 2026-3052, dated October 5, 2026, and is published in the Official Gazette of the Province of Girona no. 200, dated October 16, 2026, with the reference CVE BOP-2026_0_200_8844. The deadline for submitting proposals is 30 calendar days starting from the day after the publication of the tender notice in the gazette.

The decree recalls the competence delegated to the Local Governing Board via decree no. 2023/1830, dated June 22, 2023, for the urgent processing of the procedure. The resolution is based on Article 93.1 of Law 33/2003, of November 3, on the heritage of public administrations; Article 60 of Decree 336/1988, of October 17, which approves the Heritage Regulations for local entities, and Article 9.1 of Law 9/2017, of November 8, on public sector contracts. The file number is 8417/2026 and the signature corresponds to the mayor, Maria Puig Ferrer, dated October 13, 2026.

Background: two previous awards and unallocated lots

The second tender comes after the first call left some lots vacant. The decree summarizes the following background:

• Mayoral Decree of May 28, 2026: award of concessions for lots 1, 2, 3, 4, 5, 7, 13, 14, 16, 17, 18, and 19.
• Mayoral Decree of August 6, 2026: award of concessions for lots 6 and 11.
• Technical report from the head of Tourism and Economic Promotion, dated September 30, 2026.
• Legal report from the Secretariat, dated October 5, 2026.

The City Council justifies the new call based on the need to guarantee the public market service. The covered municipal market closed to the public on September 24, 2025, for comprehensive renovation works and energy improvement of the building, scheduled to be completed in October 2026, according to the rules published in BOP no. 181, of September 21, 2026.

Four lots up for tender with fees between 1,606 and 3,433 euros

The sales stalls subject to this second tender are four:

• Lot 6: 17.85 m², fish and shellfish specialty, with an annual fee of 1,606.50 euros.
• Lot 8: 38.15 m², fish and shellfish, 3,433.50 euros annually.
• Lot 10: 31.05 m², others, 2,794.50 euros annually.
• Lot 15: 20.30 m², cheeses and dairy products, 1,827.00 euros annually.

The operating fee may be improved upwards by the bidders.

Evaluation criteria, guarantees, and submission of bids

The award criteria total up to 70 points:

• Point of sale design: up to 20 points.
• Fee: up to 20 points.
• Experience in municipal markets: up to 20 points.
• Experience in similar activities: up to 10 points.

The required definitive guarantee is 3% of the award amount, in accordance with clause 10 of the specifications. Offers are submitted electronically via the municipal electronic office and the contractor profile, until 23:59 hours on the last day of the deadline. The opening of envelopes A and B will take place in a public act, on the dates and times indicated in the contractor profile.

Impact on market stallholders and users

The call for applications affects four points of sale covering fish and shellfish, other products, and cheeses and dairy, such that their award conditions the complete commercial offer of the market. Interested parties have 30 calendar days from the publication in the BOP to submit the documentation, with the fee as a criterion improvable upwards. The resolution also orders the publication of the announcement on the municipal notice board and the contractor profile, where the specifications and annexes can be consulted.
