Palamós tenders 19 stalls of the daily fruit and vegetable market

The Palamós City Council has called for a bidding process to award 19 non-sedentary sales authorizations for retail merchants at the daily fruit and vegetable market, located in the surroundings of the covered municipal market. The call is made in compliance with the agreement of the Local Governing Board of September 9, 2026, and is published in the Official Gazette of the Province of Girona no. 181, of September 21, 2026, with edict number 8159 and official reference BOP-2026_0_181_8159. Interested parties have 15 calendar days, counted from the day after the publication of the announcement, to submit their applications.

The non-sedentary fruit and vegetable market of Palamós, popularly known as the “Farmers’ Market,” has been held since time immemorial on the public roads of the town center. It is governed by the Regulatory Ordinance of non-sedentary sales markets of Palamós, published in BOP no. 138 of July 21, 2025, which defines it as a daily market intended for the supply of agri-food products that complements the offer of the covered municipal market. The authorizations must be granted through competitive bidding, subject to the principles of transparency, impartiality, and publicity, and its legal regime is framed within Law 33/2003, of November 3, on the heritage of public administrations.

A market conditioned by the works of the covered market

On September 24, 2025, the Covered municipal market, at avenue de Catalunya number 8, was closed to the public to carry out comprehensive renovation and energy improvement works on the building, scheduled to be completed in October 2026. On October 6, 2025, the authorizations under which the non-sedentary vendors operated expired, and the City Council granted them a provisional one-year authorization, agreed upon by the Local Governing Board on September 24, 2025, relocating them next to the premises on Carrer del Carmel.

This summer, the procedure intended for agricultural producers and food artisans was already resolved, closed by agreement of the Local Governing Board on August 10, 2026, with 21 sales authorizations. The spaces that remained vacant are those now being bid for retail food merchants.

Nineteen spots distributed across six zones

The spots subject to the competition are distributed between the Plaça de Correus, the Avenue de Catalunya, and the parking lot of Carrer de Joan Vilar:

• B-1 and B-2 (Correus square): attendance from Monday to Saturday, 8 meters wide and 3 meters deep, specialty in vegetables and fruits.
• C-1, C-2, C-3, C-4 and C-5 (Catalunya Avenue, section between Onze de Setembre and Josep Joan): Tuesdays and/or Saturdays, between 4 and 10 meters wide, for vegetables and fruits, salted fish and olives, and herbalist, spices and dried fruits.
• D-1 (Catalunya Avenue, section between Orient and Alba): Tuesdays and/or Saturdays, 4 meters wide, for wines and liqueurs.
• E-1 to E-5 (Joan Vilar street parking): Tuesdays and/or Saturdays, between 4 and 10 meters wide, for vegetables and fruits, groceries or plants and flowers, bakery and pastry, and cheeses and cured meats.
• F-1 to F-6 (Catalunya Avenue, section between Alba and Carmel): Tuesdays and/or Saturdays, between 7 and 10 meters wide, for vegetables and fruits, herbalist and candies, sweets and dried fruits.

The organization of the spaces varies according to the day of the week, so that the authorizations do not entail the exclusive possession of a specific location. On Mondays, Wednesdays, Thursdays and Fridays, only the sidewalk in front of the market building and the Correus square are occupied; on Tuesdays and Saturdays, the remaining areas are added.

Requirements, criteria and submission of applications

Applicants must be registered in the economic activities census of the State Tax Administration Agency under IAE heading 663.1, be up to date with Social Security payments, have civil liability insurance with a minimum coverage of 150,000 euros, and have no tax debts in the executive period with the City Council. Applications can be submitted through the municipal electronic office, in person at the Citizen Service Office at number 56 Major Street, or by certified mail.

The evaluation is based on a maximum of 100 points, with the following criteria:

• Recognition of product quality: up to 10 points.
• Professional experience in food markets: up to 25 points.
• Commercial management and customer services, including home delivery: up to 15 points.
• Characteristics of the stall or shop vehicle and product presentation: up to 25 points.
• Environmental management of the sales site, with sustainability of materials, vehicle emissions and waste reduction: up to 25 points.

The Evaluation Board consists of the head of the Department of Economic Promotion, Tourism, Commerce, Business, Entrepreneurship, Markets and Fairs, a technician from the same department, and the Market and Fairs technician as secretary. Admitted bidders who do not obtain a spot will enter an active reserve pool for two years to cover vacancies due to resignation or exclusion.

Fees and duration of authorizations

The authorizations will have a duration of four years, in accordance with article 92.3 of Law 33/2003, and shall be understood as granted precariously, revocable for reasons of public interest without right to compensation. The holders must pay the annual fees for the public domain occupation tax for stalls at the daily market and the tax for the removal, transport, and treatment of commercial waste, established in fiscal ordinances numbers 11 and 8. Annually, between December 1 and January 31, they must express their will to continue the activity and prove that they maintain the required requirements.

The tender comes at a time of transition for local commerce in Palamós: while the covered market remains closed for works, this competition must determine for the next four years who occupies the stalls of the daily fruit and vegetable market. For the retail merchants in the area, the period of 15 calendar days is the only window to secure a spot in a space that, once the building is renovated, will be relocated in front of the municipal market.
