Palafrugell prorroga dos anys la suspensió de llicències comercials al centre

The Plenary of the Palafrugell City Council, in an ordinary session held on September 29, 2026, has agreed to extend the suspension of the processing and granting of licenses, communications, and other related municipal authorizations for the start or expansion of certain activities in the center area of the municipality. The agreement is made public by edict in the Official Gazette of the Province of Girona (BOP) no. 189, dated October 1, 2026, with the official reference BOP-2026_0_189_8456 (edict 8456). The suspension is extended for a period of two years from its enforceability.

The measure prolongs the suspension that had already been adopted by agreement on September 29, 2025, and published in the BOP on October 3, 2025. The edict is framed within the provisions of article 74 of DL 1/2010 and affects the area delimited by the suspension map published together with the agreement, corresponding to the center area of Palafrugell.

Four types of affected activities

The extension maintains the suspension on the processing and granting of licenses, communications, and related authorizations for the implementation or expansion of four groups of activities:

  • Activities intended for personal image or aesthetic services: hairdressing, barbering, manicure, pedicure, piercing, and tattoos.
  • Establishments for the sale of accessories and/or repair of mobile telephony.
  • Establishments for the sale of cannabis products or cannabis derivatives.
  • Catering establishments operating under a fast food or take away regime.

The four cases coincide with those already included in the original 2025 agreement, meaning that the extension does not introduce new types of activity, but rather extends the validity period of the current suspension.

Issuing body and scope of the agreement

The agreement is final in the administrative route and was signed by the mayor, Laura Millán Morales, on September 30, 2026. The body that issued it is the Plenary of the Palafrugell City Council, meeting in an ordinary session on September 29, 2026.

The suspension covers the processing and granting of licenses, communications, and other related municipal authorizations, and is limited to the scope of the center area defined in the published map. The validity is established for a period of two years from the enforceability of the agreement.

Against the agreement, which is final in the administrative route, a contentious-administrative appeal may be filed before the High Court of Justice of Catalonia within a period of two months starting from the day following the notification, without prejudice to any other appeal that may be considered appropriate.

The extension maintains for two more years the restriction on the opening of hairdressers, mobile phone repair shops, cannabis establishments, and fast food outlets in the center of Palafrugell, a decision that directly affects entrepreneurs and merchants who wish to establish themselves or expand in this area of the municipality.
