Palafrugell appoints two career officials in Local Police and Procurement

The Palafrugell City Council has made public, via an edict in the Official Gazette of the Province of Girona (no. 177, of September 15, 2026), the appointment of two career civil servants to fill positions in the Local Police and Procurement areas. The decision, signed by Mayor Laura Millán Morales, is based on two mayoral resolutions dated September 9, 2026.

The appointments are published in accordance with Article 82 of Decree 214/1990, of July 30, which approves the Regulations for personnel in the service of local entities, requiring official publicity for these administrative acts. Both resolutions are final in the administrative route and are incorporated into the municipal staff with immediate economic and administrative effects.

Appointment to the Local Police

Mayoral Resolution no. 2026/1953, of September 9, appoints Josep Maria Batlle Rosés (DNI *2904) as a career civil servant to occupy a position as an officer, special administration scale, special services sub-scale, basic scale, in the workplace of officer of the Local Police, group C1-CD14, of the Local Police Area. The appointment takes effect on September 15, 2026.

Appointment to the Procurement Area

Mayoral Resolution no. 2026/1954, also of September 9, appoints Verónica Sánchez Martínez (DNI 3803) as a career civil servant to occupy a position as a legal technician, special administration scale, technical sub-scale, higher degree holders, in the workplace of senior legal technician in procurement, group A1-CD24, of the Procurement Area. The appointment takes effect on September 14, 2026.

Appeals and deadlines

Against these resolutions, which exhaust the administrative route, interested parties may file the following appeals:

• Contentious-administrative appeal before the Contentious-Administrative Court of Girona, within a period of two months starting from the day after notification.
• Optional appeal for reversal before the body that issued the act, within a period of one month, before appealing via the contentious route.
• If a reversal appeal is filed, the deadline for the subsequent contentious appeal will be two months if the resolution is express, or six months if a presumed dismissal occurs after one month without a resolution.

The edict, electronically signed by Mayor Laura Millán Morales on September 9, 2026, is published on page 1 of issue 177 of the BOP of Girona with the official reference BOP-2026_0_177_7971. With these additions, the Palafrugell City Council reinforces both local security and the legal management of public procurement, two key areas for the functioning of the council and for the quality of the services received by the citizenry.
