Palafrugell tenders the concession for 24 electric charging points

The Palafrugell City Council has opened the public information period for the public domain concession for private use for the operation and maintenance of electric vehicle charging stations (electrolineras) in ten municipal locations. The announcement, signed by Mayor Laura Millán Morales, is published in the Official Gazette of the Province of Girona number 168, dated September 1, 2026 (edict 7731, CVE BOP-2026_0_168_7731).
The decision was adopted by the City Council Plenary in the session of August 25, 2026, which approved the necessity, opportunity, and convenience of granting the concession and initiated file 1/2026 of Public Domain Concessions. The project and the specific administrative clauses are now subject to public information for a period of 30 business days, in accordance with article 66.1 of Decree 336/1988, of October 17, which approves the Regulations of the Heritage of Local Entities (RPEL).
Object and scope of the concession
The concession affects ten municipal locations identified in the project, where twelve stations and twenty-four electric vehicle charging points will be installed. The initial technical value of the public domain has been set at €223,560.00, and the concession does not entail any municipal expense in favor of the concessionaire, as the fee constitutes public law income.

All operating costs, supplies, maintenance, insurance, and tax obligations of the concessionaire will be at their own expense.
Procedure and deadlines
The Plenary agreed to call for a public tender for the granting of the concession, subject to the approved project and clauses. The tender announcement will not be published until these documents have been definitively approved, and it will be done via the City Council’s Contractor Profile (contractaciopublica.cat), with a period of 15 calendar days for interested parties to submit their proposals via Digital Envelope.
During the public information period, the documents can be consulted on the municipal eTauler or in person at the municipal offices at Cervantes Street, 16 (Secretariat), from Monday to Friday (excluding holidays), from 10 am to 1 pm. If no claims or allegations are presented, the documents will be understood as definitively approved without the need for a new agreement; if they are presented, the Plenary must resolve them before the publication of the tender announcement.
Impact for the region
The tender represents a step forward in the electric mobility network of Baix Empordà and opens a business opportunity for companies in the energy sector of the region, which may bid for the operation of the charging infrastructure in public spaces of the municipality. The agreement, being an unqualified administrative procedural act, is not subject to appeal.
