Palafrugell exposa al públic la concessió del bar del Camp d'en Prats

The Palafrugell City Council has submitted for public review the project and the specific administrative clauses for the public domain concession for the private use of the bar with kitchen at Camp d’en Prats, located at Sagunt Street, 1, with a surface area of 84.71 m². The agreement was adopted by the Municipal Plenary in the session of September 29, 2026, and is published in the edict of the Official Gazette of the Province of Girona (BOP) no. 193, of October 7, 2026, with the reference BOP-2026_0_193_8590 (pp. 1-2). The concession provides for the prior execution of adaptation works and the subsequent operation and maintenance of the facility, with a minimum fee of 213.59 euros per month.

The agreements are framed within file 2/2026 of Public Domain Concessions and are processed in accordance with article 66.1 of Decree 336/1988, of October 17, which approves the Regulations of the Heritage of Local Entities (RPEL). The Economic Study incorporated into the file fixes the value of the public domain and establishes the guarantees and the recovery regime for the initial investment. The edict is signed by the mayor, Laura Millán Morales, dated September 30, 2026.

Economic conditions and guarantees

The Economic Study approved by the Plenary specifies the reference figures for the tender:

  • Value of the public domain: 137,230.20 euros.
  • Minimum monthly fee: 213.59 euros.
  • Initial in-kind contribution of the executed works: 548.80 euros.
  • Provisional guarantee: 4,061.72 euros.
  • Definitive guarantee: 6,092.58 euros.
  • Linear recognition of the initial investment: 120 months.

The concession does not entail municipal expenditure in favor of the concessionaire, and the fee constitutes public law income. All operating costs, supplies, maintenance, insurance, and tax obligations are the responsibility of the successful bidder.

Public information and submission of allegations

The Project and the Clauses are submitted for public review via an announcement in the BOP of Girona and on the municipal eTauler, with a term of 30 business days according to the edict (the Plenary agreement mentions 15 calendar days). Interested parties may:

  • Consult the documents digitally on the municipal eTauler (https://tauler.seu-e.cat/inici?idEns=1711750006).
  • Examine them in person at the Secretariat, Cervantes Street, 16, from Monday to Friday (excluding holidays), from 10 a.m. to 1 p.m.
  • Submit any allegations, claims, and suggestions they deem appropriate.

If no allegations are submitted, the documents will be understood as definitively approved without the need for a new agreement; if there are any, the Plenary must resolve them before publishing the tender announcement. The agreement is not subject to appeal as it is a non-qualified procedural administrative act.

Public tender and municipal background

Once the documents are definitively approved, the tender announcement will be published in the City Council’s Contractor Profile, and a period of 15 calendar days will open, starting from the day after publication, for interested parties to submit their proposals via Digital Envelope. The Plenary also authorized the mayor’s office to sign the necessary documents and rectify material errors, and communicated the agreement to the areas of Urban Quality, Contracting and Heritage, Intervention, and Treasury.

The initiative is added to another public domain concession being processed in the same municipality: that of the electric charging stations, file 1/2026, with 10 locations, 12 stations, and 24 charging points, a minimum annual fee of 6,054.75 euros, and a public domain value of 223,560.00 euros, published in BOP no. 168, on September 1, 2026 (reference BOP-2026_0_168_7731).

Impact on the catering sector

For catering entrepreneurs in Palafrugell and Baix Empordà, the publication opens the window to examine the specifications and the project before the tender is formally called, and to submit objections if restrictive conditions are detected. The model is a private use concession on public domain with a prior investment borne by the successful bidder, recoverable linearly over 120 months, which requires a careful evaluation of the investment plan and the minimum monthly fee of 213.59 euros. The 15-calendar-day bidding period, once the documents are approved, leaves little room for preparation, meaning that interested companies will need to have their documentation ready in advance.
