Palacios del Sil reports on the expropriation for the bringing of water

The City Council of Palacios del Sil has initiated the compulsory expropriation process to occupy the assets and rights necessary for the improvement works of the water supply from the Palacios River, as part of the 2022 Drought Plan. The announcement, signed by the Mayor-President Roberto Fernández García, is published in the Official Gazette of the Province of León number 206, dated October 29, 2026, with the official reference BOP-LE-2026-206008 (page 39 of 87).

A single affected property of 1,652 square meters

The proceedings are initiated by virtue of the bases approved by agreement of the Plenary of the Provincial Council of León in the session of December 28, 2022, for the granting of subsidies charged to the Drought Plan of that fiscal year. With the process already underway, the Council makes public the list of owners and affected assets so that, within a period of fifteen days, allegations may be formulated and data provided to rectify possible errors in the list.

The published list comprises a single property, located in the municipality of Palacios del Sil:

• Owner: Omarc Andre Martinez.
• Property: plot 451 of polygon 2, Cuetos area, Valdellamas.
• Cadastral reference: 24111A002004510000OW.
• Classification: rural-agricultural land.
• Surface area: 1,652 square meters (0.1652 hectares).
• Affected area: the entire plot.
• Type of affection: full occupation.

Valuation: 385.63 euros in fair price

The announcement also details the appraisal of the asset, calculated by income capitalization with a location factor, in accordance with article 36 of the TRLSRU and articles 9 to 12 and 17 of the RVLS:

• Unit value of the land: 0.223 euros per square meter.
• Land value: 367.27 euros.
• Other compensations: 0.00 euros.
• Affection premium (5%): 18.36 euros.
• Total fair price: 385.63 euros.

Fifteen days to appeal electronically

The period for filing allegations is fifteen days starting from the day following the insertion of the announcement in the Official Gazette of the Province of León. The stated purpose is the correction of errors in the material and legal description of the assets, such that any person, natural or legal, may appear to allege and provide background or references that serve as a basis for the appropriate rectifications.

Context: a procedure within the anti-drought plan

The announcement is part of the standard administrative processing of a project funded by a provincial grant. The Palacios del Sil City Council appears as a beneficiary of the 2022 Drought Plan grants approved by the Provincial Council of León, and the expropriation of the land is the essential preliminary step to physically secure the grounds through which the water pipeline will run.

The publication coincides in the same issue of the bulletin with another procedure from the same Council: the public exhibition of the General Budget, the Execution Bases, and the Personnel Staffing for the 2027 fiscal year, initially approved in the plenary session of October 9, 2026 (reference BOP-LE-2026-206009).

The procedure directly affects the owners of land in the surroundings of the Palacios River, who must check if their plot appears in the published list and, if applicable, verify the area, the cadastral reference, and the valuation before the deadline expires.
