Palacios de la Sierra somete a información pública su ordenanza de pastos comunales

The Plenary of the City Council of Palacios de la Sierra initially approved, in an ordinary session held on September 1, 2026, the regulatory ordinance for the management and use of communal pastures from lands owned by the municipality. The agreement is published in the Official Gazette of the Province of Burgos number 185, corresponding to Tuesday, September 29, 2026, in section III. Local Administration, with the official reference BOPBUR-2026-04009. The publication opens a thirty-day period for interested parties to examine the file and submit claims or suggestions.

The regulation is processed under Article 49 of Law 7/1985, of April 2, regulating the Bases of the Local Regime, which requires the file to be submitted for public information and a hearing for interested parties before final approval. The text directly affects livestock farmers and residents with grazing rights on the communal lands of the municipal district, who are the ones eligible to file objections during the process.

A thirty-day period to file objections

The announcement signed by the mayor-president, Raquel Munguía Medina, sets the period for public information and hearings for interested parties at thirty days. During this period, the file may be examined, and any claims and suggestions deemed appropriate may be submitted.

The count is activated with the publication of the announcement in the Official Gazette of the Province of Burgos on September 29, 2026, meaning the period extends well into the month of October.

Where to consult the file

The complete file and the text of the draft ordinance are available to interested parties through two channels:

  • The municipal offices of the City Council of Palacios de la Sierra.
  • The electronic headquarters of the corporation itself.

What happens if there are no objections

If no claims or suggestions are submitted during the aforementioned period, the initially approved agreement will be understood as definitively adopted within the municipal scope. From that moment, the City Council will continue the legally prescribed processing until the final approval of the ordinance.

The announcement is dated in Palacios de la Sierra on September 16, 2026, and bears the signature of the mayor-president, Raquel Munguía Medina.

Background in the management of communal assets

This is not the first municipal action this year regarding locally owned assets. In the Official Gazette of the Province of Burgos number 159, dated August 24, 2026 (reference BOPBUR-2026-03467), the same City Council published the auction of forestry harvesting in the Umbrigüela and Abejón and Campiña Bañuelos mountains, with lots of Pinus sylvestris timber valued between 50 and 12,000 euros and an execution period of between 6 and 12 months. The auction took place on September 20, 2026, with a second call scheduled for October 8.

The grazing ordinance thus completes the management framework for the municipality’s communal resources, which until now lacked specific regulation approved by the Plenary.

The relevance of the news is twofold. For livestock farmers and residents with grazing rights, the text establishes for the first time the rules for access and use of the lands that sustain their activity, and the thirty-day period is the only window to influence its content. For the rest of the residents, the ordinance defines how municipal heritage—which until now was governed by customary practices—is managed, making the appeals process the decisive moment to influence the final result.
