Padrenda appoints Ignacio Inaraja as part-time municipal technical architect

The Padrenda City Council has appointed Ignacio Inaraja Bobo as permanent part-time contractual staff for the position of municipal technical architect. The decision was adopted through Resolution 2026-0452, dated September 18, 2026, issued by the Mayor’s Office and signed by Mayor Manuel Pérez Pereira, which approves the final qualifications and closes the selection process. The announcement was published in the Official Gazette of the Province of Ourense on October 5, 2026, in section IV. Local Entities, under file 411/2025.

The position was included in the ordinary public employment offer for the 2024 financial year of the Padrenda City Council and was filled as permanent part-time contractual staff. The resolution is issued under clause 9 of the regulatory bases of the selection process, which grants the Mayor’s Office a period of one month to resolve and assign the position to the applicant with the highest score, and invokes article 21.1.h) of Law 7/1985, of April 2, on the bases of the local regime, and article 33 of Royal Decree 364/1995, of March 10.

Three applicants applied during the application period:

• Ignacio Inaraja Bobo, registration 2026-E-RE-117, dated April 14, 2026.
• Juan Carlos Amo Maeso, registration 2026-E-RE-143, dated May 2, 2026.
• Ramón Fernández Torres, registration 2026-E-RE-146, dated May 6, 2026.

Tests and qualifications

The minutes of the Selection Board dated July 21, 2026, record the result of the test exam:

• Ignacio Inaraja Bobo: 7.7917 points, fit.
• Ramón Fernández Torres: 4.144 points, unfit.
• Juan Carlos Amo Maeso: 2.69225 points, unfit.

In accordance with the regulatory bases, a declaration of “unfit” disqualifies applicants from participating in subsequent tests and scoring processes. The file also notes that Ignacio Inaraja did not possess the Celga-4 certificate required for the position, although a minute from the Board declared him fit and authorized him to continue with the following tests.

Dismissed appeals and practical test

The applicant Ramón Fernández Torres filed appeals against the results, which were dismissed in their entirety by the minutes of the Selection Board dated August 4, 2026. Having summoned the only applicant declared fit, the minutes of August 11, 2026, awarded him 0.70 points in the first practical test and 0.65 in the second, for a total of 1.35 points and a qualification of fit. The scoring of previous services added the 4 points at stake, such that the final score of the proposed candidate amounted to 13.1417 points.

Deadlines and obligations after appointment

The resolution establishes the following procedures:

• Call for the formalization of the employment contract in accordance with the ninth clause of the general bases.
• Maximum period of twenty business days from the notification to provide a medical certificate of physical and psychological capacities and aptitudes and an updated criminal record certificate.
• Notification of the resolution to the interested parties with an indication of the applicable appeals.
• Publication in the Official Gazette of the Province of Ourense, on the electronic headquarters and on the municipal notice boards, and an extract in the Official Gazette of Galicia.
• Report the resolution to the Municipal Plenary.

The appointment concludes a selection process initiated with the 2024 public employment offer, in which two of the three applicants were already excluded in the test phase. The resolution also records the dismissal of the allegations presented by Ramón Fernández Torres, thereby concluding the ordinary route of the process and opening the contract formalization phase.
