The Padrenda City Council submits for public information the credit modification file no. 24/2026, in the form of an extraordinary credit, financed from the Treasury surplus for general expenses and linked to expenses derived from torrential rains. The provisional approval was agreed upon by the municipal Plenary in the ordinary session of September 24, 2026, and the announcement is published in the Official Gazette of the Province of Ourense on October 9, 2026, in section IV. Local Entities, with registration reference R. 2.305.

The processing is carried out under Article 177 of the recast text of the Law regulating local finances, approved by Legislative Royal Decree 2/2004, of March 5, which regulates credit modifications financed with liquid Treasury surplus. The administrative file bears number 707/2026 and the subject is credit modification no. 24/2026. The edict is signed by the mayor, Manuel Pérez Pereira, in Padrenda on September 24, 2026.

An extraordinary credit against the Treasury surplus

The figure employed is the extraordinary credit, reserved for expenses that cannot be delayed and that have no budgetary allocation. The financing comes from the Treasury surplus for general expenses, that is, the liquid resources accumulated by the corporation.

The data contained in the announcement are as follows:

  • Modality: extraordinary credit.
  • Financing: Treasury surplus for general expenses.
  • File: no. 707/2026 (credit modification no. 24/2026).
  • Purpose: general expenses linked to torrential rains, according to the designation of the file in the municipal transparency portal (“2026-24 Aport Concello choivas torrenciais”).
  • Approving body: City Council Plenary, ordinary session of September 24, 2026.

The edict does not detail the amount of the modification nor the specific budgetary applications, which are referred to the file.

Fifteen business days of public information

The file is exhibited for examination and for the submission of allegations for a period of 15 business days, which will be counted from the appearance of the edict inserted in the Official Gazette of the Province of Ourense.

The allegations submitted —following, where appropriate, the reports from the Secretariat and Intervention and the opinion of the corresponding informative commissions— will be resolved by the Plenary within a maximum period of one month counted from the day following the last day of receipt of allegations. Failure to resolve within the deadline will mean that the allegation may be considered dismissed, regardless of the mandatory express response.

In accordance with the agreements adopted, the failure to submit allegations within the deadline or the dismissal —express or presumed— thereof will determine the elevation of the provisional approval to definitive.

Consultation of the file in the transparency portal

The documentation is available on the municipal electronic office, via Electronic office – Transparency Portal – 3. Economic – 3.1. Budgets – 3.1.2. Budgetary modifications – 2026 Modifications – 2026-24 Council contribution torrential rains, with direct access from the electronic office of the Padrenda Council.

Another modification approved in the same session

In the same plenary session of September 24, 2026, the Council provisionally approved a second modification of credits, no. 23/2026, this time under the modality of credit supplement and also financed with the Treasury surplus for general expenses. The file, no. 706/2026, is linked to youth employment and was published in the same bulletin with reference R. 2.304, likewise subject to 15 business days of public information.

The decision directly affects the residents of Padrenda: it mobilizes accumulated own resources to meet extraordinary expenses associated with torrential rains without resorting to new indebtedness, and opens a short period during which any interested person can examine the file and present allegations before the provisional approval is elevated to definitive.
