Padrón appoints José Luis Mariño Castro as acting mayor

The mayor of Padrón, Anxo Rei Arca, signed decree 1029/2026, dated September 22, by which he appoints the third deputy mayor, José Luis Mariño Castro, as acting mayor during his absence from the municipal district due to an institutional trip. The appointment is published in the Official Gazette of the Province of A Coruña (BOP) number 184, Friday, September 25, 2026, in the Local Administration section, with official reference 2026/6174.

The decision is framed within Royal Decree 2568/1986, of November 28, which approves the regulation of organization, operation, and legal regime of local entities. This is not the first time this year that the same councilor has assumed the role of acting mayor. Decree 858/2026, of August 7, had already appointed him for the period between August 10 and 13, 2026, both inclusive, also due to the mayor’s absence, in an announcement published in the BOP on August 13, 2026.

The second point of the resolution orders three specific actions: to publish the decree in the Official Gazette of the Province of A Coruña, to communicate it to the different municipal services, and to report it to the Plenary in the next ordinary session convened. In this way, the substitution is formalized before the citizenry and submitted to the knowledge of the municipal representation body.

The third point regulates the notification to interested parties and warns that the resolution exhausts the administrative route.

Optional appeal for reversal, within a maximum period of one month from the receipt of the notification, before the same body that issued the act.
Contentious-administrative appeal before the Contentious-Administrative Court, within a period of two months from the notification, either following the express or presumed resolution of the appeal for reversal, or directly.
Extraordinary appeal for review, in accordance with article 113 of Law 39/2015, of October 1, on the common administrative procedure of public administrations, or any other deemed appropriate.
